Under the pressure of climate and social changes, agriculture is called to play a fundamental role in the world food challenge of the next few decades. A severe reduction of arable land and water scarcity combined with a growing food demand, changes in the dietary preferences in many countries and, more recently, a growing threat to food security and logistics from supply chains interruptions and global trade fragmentation, all require the implementation of processes, techniques, and innovations able to increase productivity and make a better use of scarce resources. Against this backdrop, a growing number of investors and asset managers have started looking at agriculture as an interesting investment theme to exploit the long-term strategic opportunities emerging from technological innovation and social changes. The industry is undergoing a process of transformation driven, on the one hand, by the emergence of new data and technologies that promise enhancing process efficiency and improve yields and, on the other hand, by an increased attention on the GHG emissions of agricultural processes and the impact of farmland on climate change, water and land scarcity. All these factors call for a radical rethinking of many agriculture business models. This book provides a detailed overview and analysis of those new technologies with the greatest potential to disrupt agriculture products and processes by improving productivity and the management of food loss and waste, making a more efficient and sustainable use of resources and enhancing food security. This paper describes an innovative agricultural and rural economic planning tool that will help governments and analysts in the design of agricultural investment plans: the (Arab) Agricultural Investment for Development Analyzer (AIDA). A policy challenge for all governments, including those in the Middle East and North Africa, is determining the appropriate allocation and quality of public spending to foster agricultural and rural economic growth, employment creation, and poverty reduction. The AIDA economic planning toolkit has been built using an economy-wide and minimalistic investment data approach to assist governments in meeting this planning challenge. Centered on the use of economy-wide Computable General Equilibrium (CGE) models, it allows for a comprehensive planning approach to ensure that the level and allocation of investment in the agriculture and rural sectors is sufficient for achieving desired targeted outcomes. It does this by linking agricultural and rural spending to economic growth, job creation, and household poverty, given resource and market constraints, as well as considering trade-offs and opportunity costs associated with different investment options. Such a holistic system approach enables the ranking of possible interventions and allocations of public funds amid possible changes in public policy to help in designing national agriculture plans and targets.

This paper explores these issues for Ethiopia utilizing an economy-wide computable general equilibrium (CGE) model based on a detailed social accounting matrix (SAM). We present the results of four alternative investment scenarios -- faster investment in i) cities; ii) crop agriculture; iii) the rural non-farm sector and agro-industry; and iv) livestock. The simulations suggest that investments in cities generate faster economic growth and structural transformation. However, given the large share of the population with incomes linked to agriculture and the rural economy, investments in the rural economy are likely to continue to be more pro-poor than urban public investments through the mid-2020s. After the mid-2020s, investments in cities become more pro-poor. In short, though rapid economic growth and structural transformation have diminished the relative importance of the agricultural sector in Ethiopia’s economy, continued public investments in agriculture and the broader agri-food system remain crucial for equity and poverty alleviation in Ethiopia, as well as for reducing food import dependency.

This report assesses the cost of adaptation to climate change across a range of future climate scenarios and investment options. We focus on offsetting climate change impacts on hunger through investment in agricultural research, water management, and rural infrastructure in developing countries. We link climate, crop, water, and economic models to (1) analyze scenarios of future change in the agriculture sector to 2050 and (2) assess trade-offs for these investments across key Sustainable Development Goals (SDGs) for poverty, hunger, and water. Our reference projections show that climate change slows progress toward eliminating hunger, with an additional 78 million people facing chronic hunger in 2050 relative to a no-climate-change future, over half of them in Africa south of the Sahara. Increased investments can offset these impacts. Achieving this would require that annual investment in international agricultural research increase from US$1.62 billion to US$2.77 billion per year between 2015 and 2050. Additional water and infrastructure investments are estimated to be more expensive than agricultural R&D at about US$12.7 billion and US$10.8 billion per year, respectively, but these address key gaps to support transformation toward food system resiliency. Findings on ranges of costs and trade-offs and complementarities across SDGs will help policymakers make better-informed choices between alternative investment strategies.
