This report assesses the cost of adaptation to climate change across a range of future climate scenarios and investment options. We focus on offsetting climate change impacts on hunger through investment in agricultural research, water management, and rural infrastructure in developing countries. We link climate, crop, water, and economic models to (1) analyze scenarios of future change in the agriculture sector to 2050 and (2) assess trade-offs for these investments across key Sustainable Development Goals (SDGs) for poverty, hunger, and water. Our reference projections show that climate change slows progress toward eliminating hunger, with an additional 78 million people facing chronic hunger in 2050 relative to a no-climate-change future, over half of them in Africa south of the Sahara. Increased investments can offset these impacts. Achieving this would require that annual investment in international agricultural research increase from US$1.62 billion to US$2.77 billion per year between 2015 and 2050. Additional water and infrastructure investments are estimated to be more expensive than agricultural R&D at about US$12.7 billion and US$10.8 billion per year, respectively, but these address key gaps to support transformation toward food system resiliency. Findings on ranges of costs and trade-offs and complementarities across SDGs will help policymakers make better-informed choices between alternative investment strategies.

Food systems have achieved remarkable progress in recent decades, but moving forward, they will face significant challenges in delivering the many outputs and services we expect and need. This book presents a collection of short chapters on the current state of knowledge about different aspects of the future of food systems, written by a diverse group of scientists from around the world with expertise in a wide range of related disciplines and regions. Each chapter examines a particular aspect of food systems, describes recent trends and challenges that highlight the importance of the topic, summarizes the latest available foresight research on that topic, and identifies key gaps in existing foresight research that merit further attention. In a world of complexity and uncertainty, the goal of this book — and the purpose of foresight analysis, more generally — is not to predict the future with precision, but rather to carefully consider and present what can be known about possible future pathways in order to inform choices today. The collection includes 15 chapters focused on major drivers and impacts of change in food systems, 11 chapters that provide regional and national perspectives on the future of food systems, 7 chapters on the future of major food commodities, and 3 chapters on food systems measurement and modeling tools. The contributors come from across CGIAR and many other partner research institutions around the world. This collection was begun as part of the CGIAR Research Initiative on Foresight during the 2022–2024 period and completed as part of the ongoing area of work on foresight and prioritization under the CGIAR Science Program on Policy Innovations.

This study is a first attempt to estimate the impact of a red seaweed (Asparagopsis taxiformis) feed additive on total emissions from cattle and the feasibility of scaling up farmed seaweed production to meet projected demand from the livestock sector. The approach used for the analysis combines projections of supply and demand of beef and milk production to 2050 with a cattle herd model that allows calculation of animal categories by age and sex, animal weight and production, and feed intake and methane emissions from cattle. At the time of this study, the seaweed additive showed limited applicability in grazing systems as it has been used experimentally, mostly incorporated in mix rations for each treatment animal, with not enough evidence available at present to determine the time of decay of the active component in seaweed after consumption by animals with limited access to the additive. Given these limitations, this study assumes that the applicability of the seaweed additive could be extended in the future to most dairy systems via slow-release formulations that have already been developed for other CH4 inhibitors and that can be fed daily during milking time. Based on this assumption, the maximum potential reduction of enteric methane emissions of the new technology is analyzed by projecting a scenario where the seaweed additive is supplied globally to dairy cows. Results show that the seaweed additive could result in a reduction of up to 10 percent in total methane emissions from cattle compared to a No-Seaweed scenario. Most of this reduction was driven by decreased emissions in Latin America, South Asia, and sub-Saharan Africa. The estimated reduction in feed intake associated with the seaweed additive was equivalent to an annual reduction in grain consumption of approximately 50 kgs per cow, or US$5 billion in global cost savings per year. The total amount of dry seaweed needed to supply dairy cows in 2050 was estimated at 5 million metric tons per year, representing 18 percent of the world’s seaweed-farmed area. Simply assuming the sector’s long-term historical average growth rates, this production level might be reached in approximately 20 years, although there are still several open questions about production and technologies and high variability in production costs and producer prices, as A. taxiformis is not extensively produced at present. Available knowledge on seaweed production seems to suggest that, at least at the start, production of A. taxiformis will be by nearshore culture. Expansion of nearshore culture could result in site competition with established seaweed production, access to operational license and government approvals in several countries, licenses to use livestock feeds incorporating seaweed as a feed additive, and more research to demonstrate the safety and efficacy of the additive in accordance with country’s regulations. The best possibilities for the development of production A. taxiformis seem to be in South Asia, for its growing demand and production of dairy products, its importance in terms of global emissions, and its location near the best- and well-established seaweed production areas in Southeast Asia.

Tanzania’s agriculture faces persistent low crop productivity due to endogenous and exogenous factors, particularly low and unpredictable rainfall, and the incidence of pests. To address these challenges, the government and partners are making efforts to develop and deploy Genetically Modified (GM) Maize varieties with drought tolerance and insect resistant traits (WEMA), and Cassava Brown Streak Disease (CBSD) resistant varieties. This analysis overcomes limitations from earlier assessments of the impacts of those GM crops by accounting for trade-offs in resource competition and considering the indirect effects of adoption and yield gains from GM maize and cassava varieties on the broader economy, the Agri-Food System (AFS), and on household level outcomes. It extends the BioRAPP analysis to an ex-ante economywide framework. We reveal several findings. First, GM maize and cassava (individually and jointly) have positive impacts in the economy, the AFS, and the poverty, particularly in rural areas and among the poorest households. Second, given its relatively greater relevance in output and employment, and the stronger linkages in the AFS, the effects of GM maize on GDP and AFS growth, and poverty is relatively stronger than those from GM cassava. Third, as expected, relatively greater effects are found in higher adoption and high yield gains scenarios, and, in each scenario, the effects on the poorest households are greater than that for the higher quintiles. Furthermore, differential impact across scenarios is also greater amongst the poorest, while the differences are minimal for the top quintile. Finally, the high variation of results across scenarios, and the significant effects of the high adoption/high yield change scenario, suggest that efforts will be critical to ensure the realization of the maximization of adoption rates while ensuring the materialization of the yield growth potential of the GM varieties through the efficient use of technical recommendations on crop production management, and the introduction of the right investments and policy incentives.
