This report describes the quality assessment of the FAO’s data portal to monitor Water Productivity through Open access of Remotely sensed derived data (WaPOR 1.0). The WaPOR 1.0 data portal has been prepared as a major output of the project: ´Using Remote Sensing in support of solutions to reduce agricultural water productivity gaps’, funded by the Government of The Netherlands. The WaPOR database is a comprehensive database that provides information on biomass production (for food production) and evapotranspiration (for water consumption) for Africa and the Near East in near real time covering the period 1 January 2009 to date. This report is the result of an independent quality assessment of the different datasets available in WaPOR prepared by IHE-Delft. The quality assessment checks the consistency of the different layers and compares the individual layers to various other independent data sources, including: spatial data; auxiliary data and in-situ data. The report describes the results of the quality assessment per data layer for each specific theme as available on the FAO WaPOR portal.

To improve the quality of data and reporting for the fourth cycle of the Comprehensive Africa Agriculture Development Programme (CAADP) Biennial Review (BR),1 the African Union (AU) conducted a critical analysis of the process, data, and reporting associated with the third BR. Improving the quality of the BR data will increase the reliability of policy implications derived from rigorous analysis of the data, which may in turn encourage policymakers to implement the resulting recommendations to accelerate agricultural transformation and achieve the goals and targets of the Malabo Declaration. This note summarizes the critical analysis conducted by the technical working group for Theme 2 (TWG2) on enhancing investment finance in agriculture.2 The analysis is based on review of the BR technical documents, evaluation of the processes for data collection and management, and a check of data consistency, including analysis of outliers, illogical or implausible values, and discrepancies with other publicly available datasets. Preliminary findings of the analysis were discussed at several meetings with stakeholders interested in the theme. The results and recommendations were presented at a general meeting organized by the AU with all the TWGs and stakeholders on August 1–5, 2022, in Yaoundé, Cameroon. This note will be useful for the AU and its technical partners for developing standards and guidelines for conducting uniform critical analyses across the various BR technical working groups.

The evaluation of FAO’s statistical work examines the relevance and the effectiveness of statistics in the era of “leave no one behind”. It appraises the progress made by FAO and the challenges faced in establishing functional statistical governance, providing quality statistics, and adopting sustainable capacity development at the global, regional and country level. The evaluation found that statistics remain core to FAO’s overall work. Members demand for data to support SDG indicator implementation and the use of statistics in policy-making has increased. FAO’s profile has been raised through its methodological work on the SDG indicators and outreach work on national standards. However, gaps in internal governance, data quality and capacity development need urgent remedial actions. The evaluation recommends long-term investment in coherent and coordinated governance, production and dissemination of modernized quality statistics, better use of resources within a sustainable capacity development framework, and more.

This document presents the results of a validation of the version-2 of the WaPOR database, produced by the FRAME consortium partners, eLEAF and VITO. The report summarises the work done by the validation partner (ITC-UTwente) to assess the quality of the new V2 core data components, currently used to estimate and derive agricultural water productivity for Africa and the Near East. WaPOR represents a comprehensive open access data portal that provides information on biomass productivity (with focus on food and agriculture production) and evapotranspiration (evaporative losses and water use) for Africa and the Near East in near real time covering the period from 1 January 2009 to date. WaPOR offers continuous data on a 10-day average basis across Africa and the Near East at three spatial resolutions. The continental level-1 data (250m) cover entire Africa and the Near East (L1). The national level-2 (100m) data cover 21 countries and four river basins (L2). The third level-3 data (30m) cover eight irrigation areas (L3). The quality assessment focused on the core data of the WaPOR database i.e., the evaporative loss components: plant transpiration (T), soil evaporation (E) and interception (I) combined in ETI, the net primary productivity – NPP, the total (TBP) and above ground biomass productivity (AGBP) and reference evapotranspiration – RET.

Adoption of quality-enhancing technologies is often driven largely by farmers’ expected returns from these technologies. Without proper grades, standards, and certification systems, however, farmers may remain uncertain about the actual financial return associated with their quality-enhancing investments. This report summarizes the outcomes of a short video-based randomized training intervention on wheat quality measurement and collective marketing among 15,000 wheat farmers in Ethiopia. Our results suggest that the intervention led to significant changes in farmers’ commercialization behaviors—namely, it prompted farmers to adopt behaviors geared toward assessing their wheat’s quality using easily implementable test-weight measures, assessing the accuracy of the equipment used by buyers in their kebeles (scales, in particular), and contacting more than one buyer before concluding a sale. The training also led to improvements in share of output sold, price received, and collective marketing, albeit with important limitations. First, farmers who measured their wheat quality received a higher price, but only if their wheat was of higher quality. Second, farmers who found that their wheat was of higher quality were more reluctant to aggregate their wheat (that is, sell their products through local cooperatives) than those who found that their wheat was of lower quality. Lastly, the training intervention led to better use of fertilizer in the following season. Our discovery that a short training intervention can significantly change farmers’ marketing and production behavior should encourage the development of further interventions aimed at enhancing farmers’ adoption of improved technologies and commercialization.
