Day care in Alberta has had a remarkably durable history as a controversial issue. Since the late 1950s, disputes over day care programs, policies, and funding have been a recurring feature of political life in the province. Alberta’s Day Care Controversy traces the development of day care policies and programs in Alberta, with particular emphasis on policy decisions and program initiatives that have provoked considerable debate and struggle among citizens. For most of Alberta’s first fifty years as a province, day care was treated as a private rather than a public issue. Beginning in the late 1950s, however, debates about day care began to appear regularly on the public record. Dr. Tom Langford brings to light the public controversies that occurred during the last four decades of the twentieth century and the first decade of the new millennium, placing contemporary issues in historical context and anticipating the elements of future policy struggles.

The development and delivery of child care services in Canada has never been without controversy. This case study examines the development of the child care system in Alberta, Canada, showing how the role of the government proceeded through four distinct phases, each determining a different outcome for child care stakeholders. Power mechanisms and covert policy making are described as mitigating against strengthening the child care system in Alberta, including failing to develop a bureaucratic infrastructure, creating tensions in the child care community, limiting resources for policy implementation, and delaying action by studying the issues. The study notes that under the tenets of neo-conservatism, the current fifth phase is redefining the child care paradigm and has resulted in the marginalization of child care. The neo-conservative principles of decreased government spending, privatization, and minimized government intervention have resulted in a radically decentralized approach to social service management that has not worked well for the child care system. Explanations that child care was developed and maintained to buttress the welfare system for needy families or to support increased employment for women are cited to rationalize the dismantling of care because it reinforces the breakdown of normal community self-help programs and constrains mothers from taking responsibility for their children. To the extent that the example of Alberta is a prototype of child care developments elsewhere, the analysis of developments and outcomes can assist in forewarning those who are concerned about the maintenance and development of public child care. This report details an assessment of the economic impact of a major investment of public money in good quality child care for Canadian children 2 to 5 years of age. Chapter 1 provides an extended discussion of the background and techniques of economic analysis used to make judgments about the economic benefits and costs of child care. Chapter 2 reviews evidence concerning the developmental and educational impacts of child care on young children. Chapter 3 presents and analyzes evidence concerning the economic impacts of child care on mothers' participation in the labor force in particular, and on family life in general. Chapter 4 considers the economy-wide employment effects and the macroeconomic effects of potential child care programs. Chapter 5 calculates, using a variety of approximation techniques, the value of the benefits and the costs of a program of high quality child care for all preschoolers. Chapter 6 presents the conclusions, which note that the incremental benefits of the identified changes to child care arrangements in Canada amount to approximately two dollars for every dollar of cost to the public purse. The report argues that society has the responsibility to care for preschool and school-age children, and to provide parental leave from work.
