O livro trata de novo arranjo para as Instituições Científicas e Tecnológicas e de Inovação (ICTs), arranjo que aproveita competências das ICTs em capital intelectual, tecnologias e infraestrutura de pesquisa para a colaboração com o setor empresarial. O arranjo foi denominado Ambiente Temático Catalisador de Inovação (ATCI), que está amparado pelo recente Marco Legal de Ciência, Tecnologia e Inovação e foi testado em dois casos na Universidade Federal de Minas Gerais. No primeiro caso, trata-se de um ATCI formado entre o Laboratório de Ensaios de Combustíveis (LEC) e a Companhia de Desenvolvimento de Minas Gerais (Codemge), na área de combustíveis de aviação. Será visto nesse caso que a atuação do LEC na prestação de serviços tecnológicos ao longo dos anos foi importante caminho para que desenvolvesse competências e habilidades tanto técnicas como de relacionamento com a indústria, que lhe permitiram avançar para parcerias mais complexas, voltadas para desenvolvimento de novas soluções tecnológicas. Como resultado, será discutida uma possível trajetória para criação de ATCIs, aproveitando competências de laboratórios de ICTs obtidas pela experiência acumulada em prestação de serviços tecnológicos. No segundo caso, trata-se de um ATCI constituído entre o Instituto Nacional de Ciência e Tecnologia Midas (INCT Midas), coordenado pela UFMG, e o Centro de Inovação e Tecnologia (CIT) Senai-MG na área de tecnologias ambientais. O estudo permitiu discutir a constituição de ATCI valendo-se de um grupo de pesquisa com histórico de atuação em Pesquisa, Desenvolvimento e Inovação (PD&I) e que pretende evoluir para modelos mais avançados de interação com a indústria, como escalonamento, provas de conceito e prototipagem de tecnologias. O livro ainda aborda como poderão ser tratados aspectos como orçamento, pessoal, governança e gestão, consideradas as duas possibilidades de sua formatação jurídica para o ATCI, seja por instrumento jurídico, seja por criação de personalidade jurídica. Ainda, a obra mostra a experiência da UFMG no campo da gestão de CT&I, com suas políticas e práticas, local em que ocorrem os casos de ATCI estudados.
