Toward an Islamic Reformation is an ambitious attempt to modernize Islamic law, calling for reform of the historical formulations of Islamic law, commonly known as Shari'a that is perceived by many Muslims to be part of the Islamic faith. As a Muslim, Abdullahi Ahmed An-Na'im is sensitive to and appreciative of the delicate relationship between Islam as a religion and Islamic law. Nevertheless, he considers that the questions raised here must be resolved if the public law of Islam is to be implemented today. An-Na'im draws upon the teachings and writings of Sudanese reformer Mahmoud Mohamed Taha to provide what some have called the intellectual foundations for a total reinterpretation of the nature and meaning of Islamic public law.

Over the last two decades we have seen a vast number of books published in the West that treat Islamic fundamentalism as a rising threat to the western values of secularism and democracy. In the last decade scholars began proclaiming an existent or emerging "clash" between East and West, Islam and Christianity, or in the case of Benjamin R. Barber, "Jihad and "McWorld." More recently, some western scholars have offered another interpretation. Focusing on the work of contemporary Muslim intellectuals, these scholars have begun to argue that what we are witnessing, in Islamic contexts, is tantamount to a Reformation. An Islamic Reformation attempts to evaluate this claim through the work of emerging and top scholars in the fields of political science, philosophy, anthropology, religion, history and Middle Eastern studies. The overall goal of this volume is to question the impact of various reformist trends throughout the Middle East. Are we witnessing a growth in fundamentalism or the emergence of an Islamic Reformation? What does religious practice in this region reflect? The first attempts at reforming Islam resulted in the abolition of the Khilafah and the end of nearly fourteen centuries of Islamic rule. However with less then a century passing from this historical event Muslims have returned to Islam and every day edge closer to the re-establishment of the Khilafah. It is for this reason that the West has once again initiated plans to change Islam, since any revival of Islam will naturally end in the establishment of the Khilafah which represents an alternative system of governance that would then challenge the dominance of capitalism in the world. The battle for hearts and minds is now fully underway. Former British Prime Minister Tony Blair outlined this after the 7/7 attacks in July 2005: "It is not a clash of civilisations - all civilized people, Muslim or other, feel revulsion at it. But it is a global struggle. It is a battle of ideas and hearts and minds, both within Islam and outside."4 This battle is taking varying shapes and forms. A spectrum of various shades of modernist thought ranging from the extreme such as that of Irshad Manji to the more subtle such as Sheikh Ali Gomaa form part of this battle for hearts and minds. Amongst this spectrum are people from various backgrounds including academics, activists and traditional Ulema. All are in some shape or form, knowingly or unknowingly, propagating the reform of Islam in order to change Islam to fit with contemporary realities instead of working to change the reality in order to fit with Islam. It is for this very reason this book has been written. To outline very clearly the attempts being undertaken to reform Islam and highlight the key styles and means being used. It outlines the specific arguments being used by the West and those smitten by the West. It looks at the events that have already occurred to reform Islam outlining the common approach taken by the West. It also outlines the correct method in defending Islam ensuring the responses do not inadvertently aid the agenda to reform Islam. It also outlines the method to go on the offensive rather than become defensive and accept the propaganda being levelled against Islam.

The United States, argues Michael A. Palmer, is engaged in a political crusade to modernize the Islamic world. Americanism is in the vanguard of modernity's relentless advance, promoting capitalist markets and democratic institutions. To compete, Islamic societies must adopt a more secular and material approach, as have the West and South and East Asia. But these principles conflict with Islamic fundamentals. Once a vibrant force, much of the Muslim world spent four centuries as prisoner of an Ottoman Empire that embraced feudalism while the West jettisoned it. In the absence of a renaissance or enlightenment, modernization in the Islamic world has been painful and unsuccessful. While many in the West long for an "Islamic reformation," Palmer argues that Islamists such as Osama bin Laden are the face of that reformation. Just as Protestant reformers sought a return to the purity of early Christianity, jihadists desire a return to the halcyon days of conquest and expansion, when the Caliphate controlled a united and powerful Muslim community. American actions have not provoked this conflict, nor can American withdrawal end it, Palmer contends. For example, China, also a once-powerful civilization subjected to Western imperialism, has not produced homicide bombers. Instead, the Chinese are busy modernizing. Islam's failure to modernize is the root cause of the current situation. Bin Laden and other jihadists understand, correctly, that if Islam is to avoid the materialism and secularism that come with modernity, they must Islamize the West by force.

Abdelwahab Meddeb makes an urgent case for an Islamic reformation, located squarely in Western Europe, now home to millions of Muslims, where Christianity and Judaism have come to coexist with secular humanism and positivist law. He is not advocating “moderate” Islam, which he characterizes as thinly disguised Wahabism, but rather an Islam inspired by the great Sufi thinkers, whose practice of religion was not bound by doctrine. To accomplish this, Meddeb returns to the doctrinal question of the text as transcription of the uncreated word of God and calls upon Muslims to distinguish between Islam’s spiritual message and the temporal, material, and historically grounded origins of its founding scriptures.
