Con la entrada en vigor del Tratado de Lisboa y la aprobación del Reglamento, en febrero de 2012, se crea la Iniciativa Ciudadana Europea (ICE). La introducción de este nuevo instrumento de democracia directa cobra aún más importancia en el marco actual de descontento social, marcado por una desafección creciente o un activismo que va más allá de las vías clásicas del poder exigiendo más participación política, transparencia y control en la toma de decisiones. La aprobación de este instrumento de democracia directa plantea futuros desafíos políticos e institucionales a la UE: ¿hasta qué punto se trata de una alternativa real al quehacer político normal? ¿Va a suponer la introducción de la ICE un modelo alternativo a la democracia representativa? ¿Afectaría ésta al equilibrio legislativo de la UE? Y en un marco más general, ¿es la ICE la solución a los problemas de desafección política actual? Este trabajo pretende esclarecer estas preguntas desde un punto de vista jurídico-político. En este contexto histórico donde aumentan las demandas para una mayor implicación directa del ciudadano en el gobierno, se defiende las dificultades de imponer las bondades de la democracia directa, al menos en el marco de la ICE y su contexto europeo.

Critical Management Studies (CMS) is often dated from the publication of an edited volume bearing that name (Alvesson and Willmott, 1992).
