Die Leit- und Schaltverluste eines Leistungshalbleiters haben nach wie vor einen entscheidenden Einfluss auf die Effizienz und die erreichbare Leistungsdichte eines Umrichters. Aktuell zeigen sich AlGaN/GaN-HEMTs vor allem durch ihre hohen Schaltgeschwindigkeiten bei gleichzeitig ausgezeichneten Leiteigenschaften als aussichtsreiche Kandidaten für eine Reduktion dieser Verluste. In dieser Arbeit werden neuartige GaN-Transistoren charakterisiert und für leistungselektronische Anwendungen optimiert. Der Schwerpunkt liegt dabei auf der gegenseitigen Anpassung der Halbleitertechnologie und der Schaltungsumgebung. Conduction and switching losses of power semiconductors still have decisive influence on the efficiency and achievable power density of a converter. AlGaN/GaN HEMTs are promising reduction of these losses due to their very high switching speeds and excellent conductivity. In this work novel GaN transistors are characterized and optimized for power electronic applications. The focus is on the mutual adaptation of the semiconductor technology and the circuit environment.

Grid converters increasingly affect power system operation due to the increasing share of renewable energy sources and less conventional power plants. This shift in power generation leads to converter-dominated weak grids, which show critical stability phenomena but also enable converters to contribute to grid stability and voltage support. This thesis presents critical parts of converter controls and describes models to assess their characteristics. These models are used to derive design criteria and dedicated stability analysis methods for grid converter controls. Der steigende Anteil an erneuerbaren Energien in den Energieversorgungsnetzen führt zur Verdrängung konventioneller Kraftwerke. Diese Entwicklung lässt umrichterdominierte und schwache Netzabschnitte entstehen, die kritischen Stabilitätsmechanismen unterliegen, allerdings auch ermöglichen, dass Umrichter aktiv zur Netzstützung und Netzstabilität beitragen können. Die vorliegende Arbeit beschreibt kritische Regelungskomponenten der Umrichter und deren Modellierung. Auf Basis der Modelle werden Auslegungskriterien für die Regelungen abgeleitet und dedizierte Stabilitätsanalysemethoden präsentiert.

Der Erfolg batterieelektrischer Fahrzeuge hängt maßgeblich von der Zuverlässigkeit und Vorhersagbarkeit des Batteriespeichers ab. Dieser ist an verschiedene leistungselektronische Schaltungen angeschlossen, durch deren Schaltmuster periodische Stromschwankungen, sog. "Rippel" entstehen. In dieser Arbeit wird der Einfluss dieser hochfrequenten Stromschwankungen auf die Alterung und das Betriebsverhalten von Lithium-Ionen-Zellen durch zyklische Alterungstests mit induzierten, hochfrequenten Stromrippeln eines eigens entwickelten Zelltesters untersucht. Die vergleichende Auswertung zentraler Alterungsparameter, darunter Restkapazität, Innenwiderstand und Polarisationsverhalten, ergibt, dass der Einfluss des Stromrippels auf das allgemeine Alterungsverhalten der Zellen relativ gering ausfällt und deutlich von gravierenderen Einflüssen überlagert wird. Insbesondere bestätigt sich, dass zwischen den Alterungsparametern stets direkte Rückschlüsse gezogen werden können und somit bei der Diagnose der Zellbeschaffenheit keine Unterscheidung zwischen den Zyklisierungsmethoden herangezogen werden muss. Die Messungen zeigen jedoch einen qualitativen Zusammenhang zwischen der im Betrieb erreichbaren Zyklentiefe und den Stromrippeln und legen ebenso einen quantitativen Zusammenhang zwischen der Größe der Stromschwankung und der verringerten Zyklentiefe nahe. Demnach ist im Rahmen typischer Betriebsbedingungen kaum ein Einfluss der Stromrippel auf die Zuverlässigkeit der Zellen zu erwarten, wohl aber ein spürbarer Einfluss auf deren Vorhersagbarkeit. The success of battery electric vehicles mainly depends on the reliability and predictability of the battery pack connected to different power electronics with high frequency current ripple inducing switching patterns. In this thesis, the influence of these current ripple on battery ageing and battery operating behaviour is investigated by cyclic ageing tests on lithium-ion-cells with induced high frequency current ripple by a specifically developed cell tester. Comparing the most important ageing parameters, i.~e. capacity loss, inner resistance and polarisation behaviour, yields only a minor and mostly neglectable influence of current ripple on battery ageing, compared to more severe impacts such as cycle depth. Moreover, the direct link between the ageing parameters is confirmed and independent from the cell's cycling. However, the measurements also show that the practical cycle depth is limited due to current ripple and suggest a quantitative connection between the size of the current ripple and the lowered reachable cycle depths. Hence, a severe impact of current ripple on the reliability of the battery pack is unlikely whereas the predictability might be noticeably reduced.

Local political structure is far more important in Switzerland than in the centralized polities of most modern European countries, given the historically decentralized nature of the Swiss system (see Hass, J.K. 1999: 1067). “Thus the Swiss municipal organisation has proved to be extremely stable in comparison to other countries. They strongly vary in size and the majority are very small. Between 1848 and 1998 the number of municipalities was reduced only from 3204 to 2914 “(see Ladner, A. 1991: 5-6). In this paper, the focus will be on the local government in Switzerland. But before we come to this part, we think it is necessary to give an overall view of Switzerland in general and its political system. Here, we will also introduce the issue of direct democracy in Switzerland, as we think it is a characteristic political element within the Swiss democracy and also plays an important role on the communal and local level. Then we will describe the local level in detail. This will include a short summary about the development of the Swiss communes in history, the role of the communes given by the Swiss constitution, the structure and organization of communes and the responsibilities they have. Finally, we will comment our findings and draw conclusions about the grade of decentralization and what follows from this for the Swiss democracy.

Khaled Fazel Stefan Kaiser Digital Microwave Systems German Aerospace Center (DLR) Bosch Telecom GmbH Institute for Communications Technology D-71522 Backnang, Germany D-82234 Wessling, Germany In this last decade of this millennium the technique of multi-carrier transmission for wireless broadband multimedia applications has been receiving wide interests. Its first great success was in 1990 as it was selected in the European Digital Audio Broadcasting (DAB) standard. Its further prominent successes were in 1995 and 1998 as it was selected as modulation scheme in the European Digital Video Broadcasting (DVB-T) and in three broadband wireless indoor standards, namely ETSI-Hiperlan-II, American IEEE-802. 11 and Japanese MMAC, respectively. The benefits and success of multi-carrier (MC) modulation in one side and the flexibility offered by spread spectrum (SS) technique in other hand motivated many researchers to investigate the combination of both techniques, known as multi-carrier spread-spectrum (MC-SS). This combination benefits from the main advantages of both systems and offers high flexibility, high spectral efficiency, simple detection strategies, narrow band interference rejection capability, etc. . The basic principle of this combination is straightforward: The spreading is performed as direct SS (DS-SS) but instead of transmitting the chips over a single sequence carrier, several sub-carriers could be employed. As depicted in Figure 1, after spreading with assigned user specific code of processing gain G the frequency mapping and multi-carrier modulation is applied. In the receiver side after multi-carrier demodulation and frequency de-mapping, the corresponding detection algorithm will be performed.
