Anglo-America is a clearly identifiable part of what is commonly referred to as the West. The West exists, this book argues, in the form of multiple traditions that have currency in America, Europe, the Americas, and a few outposts in the Southern hemisphere. Led by the British Empire until the beginning and by the United States since the middle of the twentieth century, Anglo-America has been at the very centre of world politics. Bridging the European and the American West, Anglo-America is distinctive, not unique. These multiple Wests coexist with each other and with other civilizations, as parts of one global civilization containing multiple modernities. And like all other civilizations, Anglo-America is marked by multiple traditions and internal pluralism. Once deeply held notions and practices of imperial rule and racial hierarchy now take the form of hegemony or multilateralism and politically contested versions of multiculturalism. At its core Anglo-America is fluid, not fixed. The analytical perspectives of this book are laid out in Katzenstein’s opening and concluding chapters. They are explored in seven outstanding case studies, written by widely known authors, which combine historical and contemporary perspectives. As the 2000 census resoundingly demonstrated, the Anglo-Protestant ethnic core of the United States has all but dissolved. In a country founded and settled by their ancestors, British Protestants now make up less than a fifth of the population. This demographic shift has spawned a culture war within white America. While liberals seek to diversify society toward a cosmopolitan endpoint, some conservatives strive to maintain an American ethno-national identity. Eric Kaufmann traces the roots of this culture war from the rise of WASP America after the Revolution to its fall in the 1960s, when social institutions finally began to reflect the nation's ethnic composition. Kaufmann begins his account shortly after independence, when white Protestants with an Anglo-Saxon myth of descent established themselves as the dominant American ethnic group. But from the late 1890s to the 1930s, liberal and cosmopolitan ideological currents within white Anglo-Saxon Protestant America mounted a powerful challenge to WASP hegemony. This struggle against ethnic dominance was mounted not by subaltern immigrant groups but by Anglo-Saxon reformers, notably Jane Addams and John Dewey. It gathered social force by the 1920s, struggling against WASP dominance and achieving institutional breakthrough in the late 1960s, when America truly began to integrate ethnic minorities into mainstream culture.

Worldviews are the unexamined, pre-theoretical foundations of the approaches with which we understand and navigate the world, and this volume provides the first major study of worldviews in international relations. Advances in twentieth century physics and cosmology questioning anthropocentrism have fostered the articulation of alternative worldviews, rivalling conventional Newtonian humanism and its assumption that the world is constituted by controllable risks. This matters for accepting uncertainties that are an indelible part of many spheres of life including public health, the environment, finance, security and politics – uncertainties that are concealed by the conventional presumption that the world is governed only by risk. The confluence of risk and uncertainty requires an awareness of alternative worldviews, alerts us to possible intersections between humanist Newtonianism and hyper-humanist Post-Newtonianism, and reminds us of the relevance of science, religion and moral values in world politics. This book analyses and compares how the USA's liberal allies responded to the use of torture against their citizens after 9/11. Did they resist, tolerate or support the Bush Administration's policies concerning the mistreatment of detainees when their own citizens were implicated and what were the reasons for their actions? Australia, the UK and Canada are liberal democracies sharing similar political cultures, values and alliances with America; yet they behaved differently when their citizens, caught up in the War on Terror, were tortured. How states responded to citizens' human rights claims and predicaments was shaped, in part, by demands for accountability placed on the executive government by domestic actors. This book argues that civil society actors, in particular, were influenced by nuanced differences in their national political and legal contexts that enabled or constrained human rights activism. It maps the conditions under which individuals and groups were more or less likely to become engaged when fellow citizens were tortured, focusing on national rights culture, the domestic legal and political human rights framework, and political opportunities.

The Western liberal democratic world order, which seemingly triumphed following the collapse of communism, is looking increasingly fragile as populists and nationalists take power in the United States, Europe and elsewhere, as the momentum of democratization in developing countries stalls, and as Western liberal establishments fail to deal with economic stagnation, worsening political polarization, social inequality, and migrant crises. At the same time there is a shift of economic power from the West towards Asia. This book explores these critical developments and their consequences for the world order. It considers how far the loss of the West’s power to dominate the world order, together with the relative decline of US power and its abdication of its global leadership role, will lead to more conflict, disorder and chaos; and how far non-Western actors, including China, India and the Muslim world, are capable of establishing visionary policy initiatives which reconfigure the paths and rules of economic integration and globalization, and the mechanisms of global governance.
