Electronic reverse auctions (e-RA) are a significant development in the procurement arena. Their cost-reducing capabilities are considerable and as such, reverse auction use is expected to grow. To optimize use, sourcing managers need to match firm requirements to market characteristics and supplier capabilities through the application of optimal sourcing strategies. To date, explanations for the phenomenon of why sourcing managers decide to utilize e-RAs are incomplete. The authors rely upon strategic sourcing concepts coupled with theories of competition, goal-setting, leadership, referent-dependence theory, expectancy theory, and the theory of planned behavior to construct a conceptual model of antecedents to e-RA use. The model suggests significant long-term implications to buyers and third-party reverse auction service providers.

Emerging World Wide Web technologies are presenting procurement professionals significant new transactional efficiencies in their sourcing activities. Today many buyers are using the Internet as a tool to facilitate the use of online reverse e-auctions in their negotiations with suppliers. Although these reverse e-auctions often yield significant cost savings, the savings can be outweighed by buyer-seller relational strains that are a result of the process. Before implementing a reverse auction model, seasoned procurement professionals need to apply a complete cost-benefit analysis to each situation they identify for reverse e-auction implementation. The misuse or perceived misapplication of the tool can lead to irreconcilable damage to the buyer-supplier relationship. This paper serves to understand reverse auction: the history, application, perceived benefits, and detrimental impact on the buyer-supplier relationship.

Participating in an auction and winning items by placing bids has been in practice since at least 500 B.C. Auctions have evolved since then and anyone can now participate in one online and buy items ranging from clothes, electronics, automobiles and homes using online auction websites, such as eBay. A Reverse Auction varies from the traditional style of Auction where items or services are won by placing successive higher bids until the auction ends. The study of Reverse Auction was first introduced to Texas A & M University in 2004 and continues today, using a SQL based web system. This current research provides a detailed statistical analysis of the fourth case study in this long running work. This fourth case study involved the participation of five bidders who had no prior experience in Reverse Auctions. A Microsoft Access database system and ASP web based user interface was developed and used to conduct these initial studies. However, due to the limited capability of the Access system to handle more than a limited number of connections or bidders, a Microsoft SQL database and web system was developed in 2006 and has been used in all subsequent studies. Case studies have involved up to ten participants. The results from the fourth case study show that a Reverse Auction can result in an increase in the average cost of the job to the owner. Also, there is evidence of game play amongst the bidders and against the purchaser that causes their profits to rise as they gain proficiency in the game. This behavior has been termed as 'tacit collision', but it is considered a byproduct of the system and not illegal behavior. This study analyzes the fourth study data to investigate if the behavior termed "tacit collusion" is evident in the bidding data. This analysis is completed by performing a detailed statistical analysis of the bidding data. Analysis of the profit percentages illustrates the different stages of the game play amongst the bidders. This game play behavior is illustrated by plotting average number of bids to the profit made by each bidder. The data clearly suggests that the players became efficient in their bidding strategy, although some bidders are more efficient than others. This observation negates the common conception that Reverse Auctions will result in lowering average costs for the owners. The individual data of bidders for bids and profit reveal why some players were able to obtain higher than average results and why the others were not. This study can be taken further by analyzing the patterns of the successful and unsuccessful players to determine what causes them to gain or lose profits.

Industrial online-reverse-auctions have become a common procurement strategy used by many firms to reduce the cost of purchased goods and services. The advantages of online-reverse-auctions include significant price reductions, increased purchasing and selling efficiencies, and access to new supply and purchasing markets. Despite these benefits, practitioners and academics alike have raised concerns with respect to the impact of online-reverse-auctions on the buyer-supplier relationship. Previous research suggests that the parameters and characteristics of an online-reverse-auction can influence the perceptions of online-reverse-auction participants. This dissertation investigates this phenomenon by examining how the design of an online-reverse-auction influences the supplier's perception of the buyer-supplier relationship.

Reverse auctions are one tool used by federal agencies to increase competition and reduce the cost of certain items. Reverse auctions differ from traditional auctions in that sellers compete against one another to provide the lowest price or highest-value offer to a buyer. This book examines what agencies are buying through reverse auctions and trends in their use; how agencies are conducting reverse auctions; and the extent to which the potential benefits of reverse auctions are being maximized.

Purpose - To investigate the diffusion of online reverse auctions by exploring differences between their early, late and lagging adopters. More specifically, adopter categories are compared against organizational characteristics and auction behavior as a result of learning. Organizational characteristics include number of employees and purchasing authority structure. Differences in learning are investigated by behavioral manifestations, consisting of the savings achieved, as well as the use of bundles in reverse auctions. Design/methodology/approach - Four hypotheses were developed based on academic and trade literature. Data were collected with a large-scale online survey among members of the Institute for Supply Management (ISM), receiving 363 complete and useable responses. Records were split into three adopter categories based on whether the respondent's firm adopted reverse auctions early (before April 2002) or late (after April 2002), or whether the adoption was merely planned. Differences related to the time of adoption were explored via nonparametric chi-squared contingency table analyses. The chi-square statistic was used to determine whether a hypothesis is supported or rejected. Findings - Adopter categories differ in regards to number of employees, the savings achieved, and their use of bundles. No differences were detected in terms of purchasing authority structure. Explanations for these findings are provided.Practical implications - The results support the diffusion of online reverse auctions, provide encouragement for their adoption especially also by smaller firms, and suggest that late adopters are not disadvantaged when compared to their early-adopting counterparts. Originality/value - No published studies have investigated the diffusion of online reverse auctions for B2B procurement, or explored potential differences between early adopters, late adopters and laggards.
