One of the goals of procurement is to establish a fair price while affording the buyer some flexibility in selecting the suppliers to deal with. Reverse auctions do not have this flexibility, because it is the auction rules and not the buyer that determine the winner. But an important advantage of having this flexibility is that it allows buyers and suppliers to establish long-term relationships. This is one of the reasons that buyers often combine non-competitive purchasing with auctions. We find that in theory such hybrid mechanisms that remove some suppliers and a corresponding amount of demand from the auction market increase competition and make buyers better off as long as suppliers are willing to accept non-competitive contracts. And it turns out that suppliers often do because under a wide variety of conditions these contracts have a positive expected profit. Our theory relies on two behavioral assumptions: (1) bidders in a multi-unit uniform-price reverse auction will follow the dominant strategy of bidding truthfully, and (2) the suppliers who have been removed from the market will accept non-competitive contracts that have a positive expected profit. Our experiment demonstrates that bidders in the auction behave very close to following the dominant strategy regardless of whether this auction is a stand-alone or a part of a hybrid mechanism. We also find that suppliers accept non-competitive contracts sufficiently often (although not always) to make the hybrid mechanism outperform the reverse auction in the laboratory as well as in theory.

Master's Thesis from the year 2010 in the subject Business economics - Business Management, Corporate Governance, grade: 1, University of Plymouth, language: English, abstract: Especially after the recession, it is of interest whether electronic reverse auctions (eRAs), as e-procurement tool with a high cost saving potential, are attractive for companies. Therefore, the purpose of this study is the investigation of the current eRA adoption and future eRA prospects in terms of extent and way of usage in the Austrian automotive industry. Data were collected from purchasing managers and purchasing agents of 20 companies which belong to the 24 top-selling Austrian automotive companies. Quantitative data was collected from 20 companies regarding the extent of eRA usage. Furthermore, 18 of these participated in semi-structured interviews for qualitative data collection regarding reasons for (not) using eRAs and the way of eRA usage. Results of the data analysis show that the extent of eRA usage is and will remain quite low in the Austrian automotive industry and even adopters' eRA spending is fairly low. In conclusion, eRAs do not seem to contribute a lot to achieve cost savings in the Austrian automotive industry and are considered to be rather disliked by Aus-trian automotive buyers. Although findings cannot be generalised to the whole Austrian automotive industry they still might have the implication that buyer-supplier cooperation will prevail in the Austrian automotive industry in the future as it obviously contributes more to gain a sustainable competitive supply chain advantage than eRAs. Moreover, if other industries and countries have similar attitudes towards eRAs as Austrian automotive buyers, it might have negative implications on eRA tool providers, though this needs to be investigated in further research.

Electronic reverse auctions (e-RA) are a significant development in the procurement arena. Their cost-reducing capabilities are considerable and as such, reverse auction use is expected to grow. To optimize use, sourcing managers need to match firm requirements to market characteristics and supplier capabilities through the application of optimal sourcing strategies. To date, explanations for the phenomenon of why sourcing managers decide to utilize e-RAs are incomplete. The authors rely upon strategic sourcing concepts coupled with theories of competition, goal-setting, leadership, referent-dependence theory, expectancy theory, and the theory of planned behavior to construct a conceptual model of antecedents to e-RA use. Electronic reverse auctions (e-RAs) provide purchasers with an opportunity for greater saving, transparency and administrative benefits. This paper reviews the literature, identifying the factors relevant to public sector e-RA success, and then tests these factors through a statistical analysis of a large sample of e-RAs, with a view towards providing guidance to public sector purchasers looking to conduct e-RAs. Our research found no correlation between e-RA success and the number of bidders or auction volume, but correlation between e-RA success and each of competition among suppliers, purchase complexity and purchase specification. The number of bidders was found to be correlated with competition among suppliers, specification and complexity. Auction volume was found to be correlated with none of the factors. We discuss the possible explanations for our results and draw conclusions for public sector procurement managers to consider when deciding whether to conduct an e-RA for a particular purchase.
