These proceedings were prepared in connection with the international conference Approximation Theory XIII, which was held March 7–10, 2010 in San Antonio, Texas. The conference was the thirteenth in a series of meetings in Approximation Theory held at various locations in the United States, and was attended by 144 participants. Previous conferences in the series were held in Austin, Texas (1973, 1976, 1980, 1992), College Station, Texas (1983, 1986, 1989, 1995), Nashville, Tennessee (1998), St. Louis, Missouri (2001), Gatlinburg, Tennessee (2004), and San Antonio, Texas (2007). Along with the many plenary speakers, the contributors to this proceedings provided inspiring talks and set a high standard of exposition in their descriptions of new directions for research. Many relevant topics in approximation theory are included in this book, such as abstract approximation, approximation with constraints, interpolation and smoothing, wavelets and frames, shearlets, orthogonal polynomials, univariate and multivariate splines, and complex approximation.

His former academic life as a tenured professor of fluids engineering included the output of a large number of technical papers, covering many aspects of engineering and bioengineering, and two textbooks: Fractals and Chaos: An Illustrated Course and the first edition of The Illustrated Wavelet Transform Handbook. At the time of publication, the author has over 100 issued US patents concerning a wide range of medical device technologies, many of these concerning the wavelet transform analysis of biosignals. He is both a Chartered Engineer and Chartered Physicist.

The book introduces valuable new data analysis methods in time and space, and provides many examples and recommendations for new developments. It will teach the reader how to use powerful, but very flexible, tools, frequently referred to as Kolmogorov-Zurbenko Filters. The main construction of these tools is derived from spectral concepts where natural laws occur. Rather than forcing models on data, they allow us to discover the nature of phenomena hidden within the data. The methods outlined here are capable of obtaining accurate results within very noisy environments. Their extremely accurate spectral diagnostics permits the separation of different sources of influences within the data. Treating each source separately can achieve highly accurate explanations of the total picture. For example, this approach is able to identify the most dangerous moments and locations for hurricanes and tornados.
