The fishing industrys aggressive and expanding search for fish from the sea reached a turning point in 1990. After many years of increasing production, the global marine and inland catch from natural stocks declined from the 1989 peak of about 89 million tons to 85 million tons in 1993. Aquaculture production did not increase enough to meet the shortfall, and total production also fell in 1990 and 199. Present indications are that production from natural stocks will be below the current level in the year 2020; at best, it will maintain its present level. The author addresses five major issues: (1) maximizing the use of aquatic resources; (2) resource management; (3) intensification of fisheries exploitation; (4) integration of fisheries and aquaculture; and (5) the difficult problem of balancing national versus international interests.

This book highlights a research-based design proposal which has the purpose of relieving from lack of global food supply. Due to the current overuse of land, it suggests an extension of aquatic food production with floating devices onto the sea. These devices are called SeaOasis because they function as an oasis as closed-loop systems and are therefore highly sustainable. Although policies can be critical constraining or enabling factors for aquatic food systems (AqFS) development, scarce evaluation of the impacts of existing policies means that decision-makers have limited understanding of how to improve the design and implementation of effective policies. This paper reviews key policy issues in AqFS and how they have been analyzed and assessed to provide context-tailored policy options and guidance. Our review shows that countries face many policy issues but have little analysis on them. Despite the availability of a wide variety of frameworks, concepts, tools, methods, and approaches, their application in empirical analysis to solve policy issues in AqFS has been limited. More research is available on local- and community-level governance of fisheries, but less on national or subnational policies and regulations in AqFS. The few available policy studies focus on developed countries, with fewer applications in developing countries where growth of the aquaculture and fisheries sectors is much stronger. The studies provide useful policy options and guidance, and this review highlights the need for more such studies to address policy-related issues in the sector.

Food insecurity, hunger and malnutrition have been on the rise in recent years, due to disruptions such as the COVID-19 pandemic, increasing climate shocks and conflicts. Decades of steady progress to reduce food insecurity and malnutrition were often attributed to increased food production and intensification of few food staple crops and livestock, however more recent focus has shifted to the role of small-scale producers and the importance of diverse and nutritious foods. This technical paper brings focus to the often overlooked ‘small fish’ which play an integral role in the food security, nutrition and livelihoods of the small-scale fisherfolk who harvest, process, market, trade and distribute small fish to communities near and far from water bodies. The technical paper explores the various dimensions of the ‘small fish food system’, addressing drivers, scales, interactions and multiple outcomes and trade-offs, such as that of small fish used for food versus feed. Throughout, the work applies a human-centred perspective, emphasizing how people are involved in various stages of a food system, and how interactions and networks between them play a role in food system dynamics and outcomes. It is also emphasizes how people play multiple roles within a food system, and thus should not be narrowly defined as fishers, processors or consumers. The paper documents project implementation and lessons from the FAO subprogramme titled “Implementing the Small-Scale Fisheries Guidelines for gender equitable and climate resilient food systems and livelihoods”, and the SmallFishFood, Ikan-F3, Dried Fish Matters, and Fish4Food projects led by the University of Bergen, the University of Amsterdam and the University of Manitoba.

In the Southern African Development Community (SADC) Region, it is estimated that around 100 million people eat fish and other aquatic foods (molluscs, crustacea) regularly. Aquatic foods are generally the most affordable source of dietary animal protein containing essential fatty acids and micronutrients, and are therefore of overwhelming importance for food and nutrition security, particularly for poorer segments of the population, and for sustaining livelihoods and driving economic development. However, per capita consumption of aquatic foods in SADC (2015) at 11.3 kg/yr is 79 percent lower than the global average of 20.2 kg/yr; moreover, the high consumption rates in some of the island and coastal states mask the very low consumption rates of around 5 kg/capita/yr in the rest of the region. With rapid population growth, the gap between supply and demand of aquatic foods in most SADC countries continues to increase. Taking only fish into account, it is predicted that SADC Member States will collectively have a supply deficit by the mid-2020s of around 570 000 MT per year.
