This book is the first to comprehensively explore the origins and reasons behind the Sino-Indian border dispute’s intractability. Utilising an array of accurate maps, tables, archival and scholarly research, this book shows how an ambiguous frontier became a contested border and how it has become relatively pacified yet remaining unresolved. Unlike previous examinations, however, this book also provides a theoretically based explanation as to why it is so difficult for an interstate border dispute to be resolved. By examining a wide range of salient actors, from state leaders to the individual governing organisations to the State itself, it is shown that it is usually in their interest to maintain the status quo rather than seek some form of resolution, thereby ensuring that the border dispute remains intractable. “Peaceful coexistence,” long a key phrase in China’s strategic thinking, is a constructive doctrine that offers China a path for influencing the international system. So argues Liselotte Odgaard in this timely analysis of China's national security strategy in the context of its foreign policy practice. China’s program of peaceful coexistence emphasizes absolute sovereignty and non-interference in the internal affairs of other states. Odgaard suggests that China’s policy of working within the international community and with non-state actors such as the UN aims to win for China greater power and influence without requiring widespread exercise of military or economic pressure. Odgaard examines the origins of peaceful coexistence in early Soviet doctrine, its midcentury development by China and India, and its ongoing appeal to developing countries. She reveals what this foreign policy offers China through a comparative study of aspiring powers in the nineteenth and twentieth centuries. She explores its role in China’s border disputes in the South China Sea and with Russia and India; in diplomacy in the UN Security Council over Iran, Sudan, and Myanmar; and in China’s handling of challenges to the legitimacy of its regime from Taiwan, Xinjiang, and Japan.

This book explains why China has resorted to the use of large-scale military force in foreign affairs. How will China use its growing military might in coming crisis and existing conflicts? This book contributes to the current debate on the future of the Asia-Pacific region by examining why China has resorted to using military force in the past. Utilizing fresh theoretical insights on the causes of interstate war and employing a sophisticated methodological framework, the book provides detailed analyses of China’s intervention in the Korean War, the Sino-Indian War, China’s border clashes with the Soviet Union and the Sino-Vietnamese War. It argues that China did not employ military force in these wars for the sake of national security or because of material issues under contestation, as frequently claimed. Rather, the book’s findings strongly suggest that considerations about China’s international status and relative standing are the principal reasons for China’s decision to engage in military force in these instances. When reflecting the study’s central insight back onto China’s contemporary territorial conflicts and problematic bilateral relationships, it is argued that the People’s Republic is still a status-seeking and thus highly status-sensitive actor. As a result, China’s status ambitions should be very carefully observed and well taken into account when interacting with the PRC. This book will be of much interest to students of Chinese foreign policy, Asian politics, military and strategic studies and IR in general.

This study examines the enormous variation and complexity that characterize relationships between the national state and locally-based, often non-state actors who negotiate and compete for political authority in Burma’s ethnic minority-dominated states along the borders. Three patterns of relationships are explored: devolution by the national state to warlord-like local authorities; occupation by the Burmese military; and coexistence (with varying degrees of cooperation and understanding) among actors from the national state and local stakeholders. Throughout these border states, leaders of the Burmese government’s armed forces and of past and currently-active armed opposition forces operate within a context that is neither war nor peace, but instead a kind of post-civil-war, not-quite-peace environment. To understand the complex political arrangements that have arisen in this environment, this monograph employs the concept of “emerging political complex” — a set of adaptive networks that link state and other political authorities to domestic and foreign business concerns (some legal, others illegal), traditional indigenous leaders, religious authorities, overseas refugee and diaspora communities, political party leaders, and nongovernmental organizations. All of these players make rules, extract resources, provide protection, and try to order a moral universe, but none of them are able, or even inclined, to trump the others for monolithic national supremacy. Conflict resolution strategies have to recognize that these emerging political complexes are not simply unfortunate bumps in the road to peace but instead constitute intricate and evolving social systems that may continue to be adapted and sustained.

This volume seeks to explain why democratization and military reforms stagnate in newly democratizing countries. The contributions blend historical, ideational, cultural and structural explanatory factors to analyze the trajectories of military reform in Indonesia and Nigeria, two major regional powers that share many structural commonalities. In the tradition of the literature on security sector reform (SSR), the book not only scrutinizes executive initiatives toward military reform, but also provides ample coverage of societal actors. Findings show that while military reform is stagnating in both countries, societal forces ought to be taken into account more as major driving forces in explaining military reform. Several chapters study how legislatures, non-governmental organizations and the civilian defence epistemic community contribute to the transformation of military institutions. The last part of the book tackles another aspect rarely studied in the literature on military reform, namely, the role of militias in military reform.
