Army doctrine reference publication (ADRP) 5-0 augments the principles of the operations process found in Army doctrine publication (ADP) 5-0, The Operations Process. It provides an expanded discussion of planning, preparing, executing, and assessing operations. Together with ADP 5-0, this ADRP establishes a common frame of reference and language that commanders and staffs use for the exercise of mission command. To comprehend the doctrine contained in ADRP 5-0, readers must first understand the foundations of unified land operations described in ADP 3-0, Unified Land Operations. In addition, readers must fully understand the principles of mission command described in ADP 6-0, Mission Command. For a detailed explanation of the tactics, techniques, and procedures associated with the operations process, see Army Tactics, Techniques, and Procedures (ATTP) 5-0.1, Commander and Staff Officer Guide. The principal audience for ADRP 5-0 includes Army commanders, leaders, and unit staffs (officers, noncommissioned officers, and Soldiers). Commanders and staffs of Army headquarters serving as joint task force or multinational headquarters should also refer to applicable joint or multinational doctrine concerning the range of military operations as well as joint or multinational forces. Trainers and educators throughout the Army will also use this manual. Commanders, staffs, and subordinates ensure their decisions and actions comply with applicable U.S., international, and, in some cases, host nation laws and regulations. Commanders at all levels ensure their Soldiers operate in accordance with the law of war and the rules of engagement. (See Field Manual [FM] 27-10.) ADRP 5-0 uses joint terms where applicable. Selected joint and Army terms and definitions appear in both the glossary and the text. Terms for which ADRP 5-0 is the proponent publication (the authority) are marked with an asterisk (*) in the glossary. Definitions for which ADRP 5-0 is the proponent publication are in boldfaced text. These terms and their definitions will be in the next revision of FM 1-02. For other definitions shown in the text, the term is italicized and the number of the proponent publication follows the definition. ADRP 5-0 applies to the Active Army, the Army National Guard/Army National Guard of the United States, and the United States Army Reserve unless otherwise stated.

Army Doctrine Publication (ADP) 5-0, The Operations Process, constitutes the Army's view on planning, preparing, executing, and assessing operations. (See figure 1 on page iv.) It accounts for the complex, ever-changing, and uncertain nature of operations and recognizes that a military operation is foremost a human undertaking. In May 1942, the Japanese found themselves in a favorable military situation. Previous successes had convinced Japanese naval planners that it was now possible to produce a strategic victory that could end the war through a negotiated peace. Employing the largest combined fleet of the war, the Aleutian-Midway campaign intended to satisfy that purpose. Merging the traditional battle fleet with battle proven aircraft carriers, the plan incorporated almost every major combat vessel in the Japanese Navy. Commitment of such a large force was intended to produce a high certainty for the successful accomplishment of three objectives: occupation of Midway Atoll, neutralization of the American threat from the Aleutians, and destruction of the American carrier task force. Thus, by securing the last remaining gaps in the Japanese defensive perimeter and destroying the only remaining surface threat to the Japanese homeland, the Japanese would, thereby, ensure a militarily favorable operating posture. Japanese victory in this operation conceivably would eliminate the American capability or desire to continue operations against Japan. With overwhelming combat power committed to this operation, success seemed certain. Since victory did not result from this operation, relative combat power was not the deciding factor in the battle.
