Powering the Armed Forces offers a perspective on the impressive work now under way in the US military forces to address energy challenges and ultimately achieve energy security. Drawn from a Hoover Institution conference in December 2011, contributors to the book include senior defense officials from the Office of the Secretary of Defense, Departments of the Army, Navy, Marine Corps, and Air Force, as well as representatives from the National Defense University and Naval Postgraduate School. The authors discuss energy security and the defense department’s contribution to energy issues from the strategic level to the operational and tactical battlefield environment. They reveal how energy critically relates to our national security mission and to the effectiveness and safety of our men and women fighting on land, at sea, and in the air. Most importantly, they show that the defense department is committed to improving our nation’s energy position and to demonstrating its ability to influence events through its commitment to sound policies and tangible contributions across the spectrum of energy security.

Since the U.S. Department of the Army (through the U.S. Army Corps of Engineers), U.S. Department of Energy (through the Office of Energy Efficiency and Renewable Energy), and U.S. Department of the Interior (through the Bureau of Reclamation) signed their Memorandum of Understanding (MOU) for Hydropower in 2010, these agencies have endeavored to advance their mutual goals for greater development and utilization of clean, reliable, cost-effective, and sustainable hydropower generation in the U.S. This Action Plan renews the commitments of the three agencies to the 2010 MOU and details the second phase of collaboration, which seeks to support the Administration's goals for doubling renewable energy generation by 2020 and improving federal permitting processes for clean energy as established in the President's Climate Action Plan. Through continued collaboration and partnerships with other federal agencies, the hydropower industry, the research community, and numerous stakeholders, these agencies intend to continue working toward the objectives and goals of the MOU. The MOU agencies have complementary and overlapping roles in the domain of hydropower research, planning, development, and operations. This Action Plan provides a structure for collaborative activities that clarifies those roles and enhances the efficiency and benefits of coordinated activities in the following areas: (a) Technology Development, (b) Asset Management, (c) Hydropower Sustainability, (d) Quantifying Hydropower Capabilities and Value in Power Systems, and (e) Information Sharing, Coordination, and Strategic Planning. The sections that follow describe the roles of the MOU agencies in each of these areas and the specific action items on which the MOU agencies plan to collaborate to accomplish their goals.

Defense Energy Resilience written by Dr. Scott Thomas and has been published by Strategic Studies Institute this book supported file pdf, txt, epub, kindle and other format this book has been release on 2010 with Adaptive natural resource management categories.

National security relies heavily on the ready availability of energy resources in the types, quantities, and locations the military demands. While U.S. energy needs are currently met, the shrinking gap between global supply and demand draws the world closer to a tipping point at which human behavior is less predictable, competition overwhelms social and geopolitical normalizing forces, and conflict becomes more likely and more pronounced. Given concerns about future resource availability, DoD would be well served by devising and implementing a sustainable, resilient energy strategy that addresses current projections and adapts to evolving conditions.

The Office of the Assistant Sec. of Defense for Operational Energy was created in 2010 to strengthen the energy security of U.S. military operations. The mission of the office is to help the military services and combatant commands improve military capabilities, cut costs, and lower operational and strategic risk through better energy accounting, planning, management, and innovation. Energy security is important to national security. The cost of America's national energy consumption, particularly of oil, is too high, both in the billions of dollars the Nation sends overseas and in the geostratic consequences. This Operational Energy Strategy will guide the DOD in how to better use energy resources to support its strategic goals and the Nation's energy goals, while allowing DOD to lower the risks to warfighters, shift resources to other warfighting priorities, and same money for American taxpayers.
