What happens when a technologically advanced nation provides advanced technology to a much less advanced nation's military? Numerous political and diplomatic considerations go into the decision to provide the technology, but once the decision is made, military leaders somewhere will find themselves dealing with the process and its effects. This paper analyzes some of the considerations for developing the plan of implementation, training and sustainment of new technology in the hands of less technologically developed militaries. The analysis divides the considerations into the categories of: capabilities (how well the country's infrastructure can sustain the new technology), foundations (the academic environment in the host country), and traditions (how culture might impact adopting new technology). Armed with this understanding, leaders charged with transferring new technology, training indigenous forces, or working with coalition forces with newly acquired technology should be better prepared to deal with the unique challenges the recipient military may face.

Defense forces have always invested a great deal of their resources in training. In recent times, changes in the complexity and intensity of operations have reaffirmed the importance of ensuring that warfighters are adequately prepared for the environments in which they are required to work. The emergence of new operational drivers such as asymmetric threats, urban operations, joint and coalition operations and the widespread use of military communications and information technology networks has highlighted the importance of providing warfighters with the competencies required to act in a coordinated, adaptable fashion, and to make effective decisions in environments characterized by large amounts of sometimes ambiguous information. While investment in new technologies can make available new opportunities for action, it is only through effective training that personnel can be made ready to apply their tools in the most decisive and discriminating fashion. There are many factors which can have an impact on the efficacy of training and many issues to consider when designing and implementing training strategies. These issues are often complex and nuanced, and in order to grasp them fully a significant investment of time and energy is required. However, the requirement to respond quickly to ever-changing technology, a high operational tempo and minimal staffing may preclude many in today's defense forces from seeking out all such resources on their own. This edited collection provides brief, easy-to-understand summaries of the key issues in defense training and simulation, as well as guidance for further reading. It consists of a collection of short essays, each of which addresses a fundamental issue in defense training and simulation, and features an up-to-date reference list to enable the reader to undertake further investigation of the issues addressed. "This report examines the application of an intelligent tutoring system (ITS) for use in training a complex skill during the Field Artillery Captains Career Course. Based on a technology transfer agreement between the U.S. Army Training and Doctrine Command and the U.S. Army Research institute for the Behavioral and Social Sciences, an ITS originally developed for the Navy was adapted for use in a sand table exercise. The exercise required students to deploy multiple launch rocket system assets during a reconnaissance and selection of position task. The task was conventionally taught using miniature replications of vehicles and launchers on a large table of sand. An ITS version of the exercise, called the Virtual Sand Table, replicated the training with the added advantage of informative feedback and computer-based coaching during the exercise. A comparison group (n=209) used the conventional sand table and the treatment group (n=105) used the Virtual Sand Table during a four-hour training exercise. Results, as measured by a hands-on performance test, indicated superior performance by the Virtual Sand Table treatment group, with an effect size of just over one standard deviation."--Stinet.

The activities of the Department of Defense (DOD) and its contractors in manufacturing, testing, maintaining, and disposing of military equipment make up a significant portion of the industrial processes conducted in the United States. As is the case with the commercial industries, some of these activities, such as metal plating, have resulted in industrial pollution and environmental contamination. With increasing environmental regulation of such processes in recent decades, defense facilities have been faced with growing compliance issues. Department of Defense efforts to manage, correct, and prevent these problems have included the establishment of the National Defense Center for Environmental Excellence (NDCEE) under the management of the U.S. Army Industrial Ecology Center (IEC). The National Research Council's Committee to Evaluate Transfer of Pollution Prevention Technology for the U.S. Army was formed to identify major barriers to the transfer of pollution prevention technologies and to recommend pathways to success. To address the study objectives, the committee (1) reviewed the NDCEE's technology transfer activities, (2) examined efforts to transfer technology in four areas, two of which were identified at the outset by the NDCEE as successful and two of which were identified as unsuccessful, and (3) identified opportunities for improving the transfer of pollution prevention technologies to maintenance and rework facilities in the Department of Defense and to industrial manufacturing facilities performing defense-related operations.
