Since 1974, when the current wave of democratisation began, the movement towards democracy in Asia has remained limited. Many countries in Asia, in fact, are not making a decisive move towards democracy, and find themselves struggling with the challenges of democratic consolidation and governance. Focusing on Indonesia, Thailand and Korea, this book analyses why democratisation is so difficult in Asia. The book investigates the dynamics by which citizens embrace democratic rule and reject authoritarianism, and also compares these dynamics with those of consolidating democracies around the world. The book looks at the forces that affect the emergence and stability of democracy, such as elite interactions, economic development and popular attitudes as beliefs and perceptions about the legitimacy of political systems have long been recognised as some of the most critical influences on regime change. The book also discusses what it is about the nature of public opinion and the processes of day-to-day democratic participation that have made these countries vulnerable to repeated crises of legitimacy. Using Indonesia, Korea, and Thailand as case studies, this book highlights the uniqueness of the Asia’s path to democracy, and shows both the challenges and opportunities in getting there. Democratization scholars believe that the next regional wave of transitions to democracy may unfold in East and Southeast Asia. In their introduction to the 1998 edition of Democracy in East Asia, Larry Diamond and Marc F. Plattner predicted that East Asia, with its remarkable diversity of political regimes, economies, and religions, would likely be the most critical arena in the global struggle for democracy, a prediction that has proven prescient. Contrary to popular claims, civil society is not generally shrinking in Southeast Asia. It is transforming, resulting in important shifts in the influences that can be exerted through it. Political and ideological differences in Southeast Asia have sharpened as anti-democratic and anti-liberal social forces compete with democratic and liberal elements in civil society. These are neither contests between civil and uncivil society nor a tussle between civil society and state power. They are power struggles over relationships between civil society and the state. Explaining these struggles, the approach in this Element emphasises the historical and political economy foundations shaping conflicts, interests and coalitions that mobilise through civil society. Different ways that capitalism is organised, controlled, and developed are shown to matter for when, how and in what direction conflicts in civil society emerge and coalitions form. This argument is demonstrated through comparisons of Singapore, Malaysia, the Philippines, and Thailand.

East Asian democracies are in trouble, their legitimacy threatened by poor policy performance and undermined by nostalgia for the progrowth, soft-authoritarian regimes of the past. Yet citizens throughout the region value freedom, reject authoritarian alternatives, and believe in democracy. This book is the first to report the results of a large-scale survey-research project, the East Asian Barometer, in which eight research teams conducted national-sample surveys in five new democracies (Korea, Taiwan, the Philippines, Thailand, and Mongolia), one established democracy (Japan), and two nondemocracies (China and Hong Kong) in order to assess the prospects for democratic consolidation. The findings present a definitive account of the way in which East Asians understand their governments and their roles as citizens. Contributors use their expert local knowledge to analyze responses from a set of core questions, revealing both common patterns and national characteristics in citizens' views of democracy. They explore sources of divergence and convergence in attitudes within and across nations. The findings are sobering. Japanese citizens are disillusioned. The region's new democracies have yet to prove themselves, and citizens in authoritarian China assess their regime's democratic performance relatively favorably. The contributors to this volume contradict the claim that democratic governance is incompatible with East Asian cultures but counsel against complacency toward the fate of democracy in the region. While many forces affect democratic consolidation, popular attitudes are a crucial factor. This book shows how and why skepticism and frustration are the ruling sentiments among today's East Asians.
