This guide reviews the way asphalt mixture can be specified, with particular emphasis on the test methods used to measure performance. The advantages and limitations of the tests are described for measuring the desired property, and engineers can specify a test according to the material’s use. Phase I of the National Pooled Fund Study No. 176, "Validation of SHRP Asphalt Mixture Specifications Using Accelerated Testing", has been completed. The purpose of Phase I was to evaluate the sensitivity of tests to changes in certain factors within the framework of the Superpave specifications. Those factors include voids in the mineral aggregate, fine aggregate angularity and gradation. Tests included in the study were prototype scale accelerated pavement tests, laboratory scale wheel tracking tests, Superpave simple shear tests, and triaxial tests. Materials used in the study included one asphalt, PG 64-22, two coarse aggregates (limestone and granite) and three sands (natural sand, limestone sand and granite sand). These materials were combined to produce mixtures with gradations above, through and below the restricted zone for two different maximum aggregate sizes (9.5 mm and 19 mm). The material combinations tested in Phase I were selected primarily to evaluate the tests. Consequently the results are preliminary. Phase II will expand the material combinations tested and provide data for analysis of the effects of the primary factors of the study.

This synthesis documents the performance tests used in conjunction with volumetric properties for mixtures. Performance tests are intended to extend service life by guiding material selection (i.e., asphalt binder and aggregate) and proportions (i.e., asphalt content and gradations). The synthesis provides examples of engineering tools used in the development and implementation of performance specifications for asphalt mixtures, examples of the contents of performance-based specifications (PBS) currently used or in development, information on test program implementation and research efforts related to PBS for asphalt mixtures, and the reported benefits and challenges with implementing PBS. Information for this report was acquired through a literature search, a survey of the use of performance specifications for asphalt mixtures, and seven case examples from six state departments of transportation, and the city of Edmonton, Alberta, Canada.
