This research was aimed at assessing the effectiveness and efficiency of community based targeting and self-targeting methods in the selection of beneficiaries in Safety nets programmes in Malawi. These methods have been chosen because they have been largely used for selecting beneficiaries in Safety net programmes. The focus was on assessing the effectiveness and efficiency of these methods where effectiveness refers to the ability of the methodology to reach out to the poorest while efficiency is a measure of the costs that are associated with the identification of these people. In order to objectively assessed the challenges associated with these methods, the study concentrated on Public Works Programmes, which targets relatively high number of people compared to the other programmes and have used both methods for identifying beneficiaries.

"This paper explores the socio-economic identity of Public Works Programme (PWP) participants in two programmes in South Africa, in order to establish the incidence of PWP participation, a question which is central to assessing the social protection impact of PWPs, but which is frequently omitted from programme analysis, particularly in sub-Saharan Africa. The paper focuses on an analysis of the demographic and socio-economic characteristics of PWP participants. As in many PWPs, no baseline data on participants in these programme were collected. Therefore, it is not possible to ascertain a priori who the beneficiaries of the programmes are, a situation which fundamentally challenges any attempt to or to assess incidence or the social protection impact of such an intervention. The research interrogates the assumption that the 'less eligibility criteria' central to the design of PWPs (the work requirement and low wages) will lead to participation of the poorest, thereby reducing the likelihood of inclusion errors, attempting first to ascertain who the participants in the programmes are. The question is explored using survey data gathered in 2003 on two case study PWPs implemented simultaneously in South Africa, which adopt different design and targeting approaches. Programme incidence is then considered in relationship to targeting and programme objectives, and the conclusion drawn that in order for PWPs to reach the poorest in a given community, reliance on self targeting through the work requirement and a low wage is not adequate, and explicit targeting measures are needed during participant selection"--Publisher description.

This report reviews progress in implementation of the World Bank's poverty reduction strategy during fiscal 1996-97. Targeting is a commonly used, but much debated, policy tool within global social assistance practice. Revisiting Targeting in Social Assistance: A New Look at Old Dilemmas examines the well-known dilemmas in light of the growing body of experience, new implementation capacities, and the potential to bring new data and data science to bear. The book begins by considering why or whether or how narrowly or broadly to target different parts of social assistance and updates the global empirics around the outcomes and costs of targeting. Drawing on a database of more than one hundred anti-poverty interventions in 47 countries, 'Targeting of Transfers in Developing Countries' provides a general review of experiences with methods used to target interventions in transition and developing countries. Written for policymakers and program managers in developing countries, in donor agencies, and in NGOs who have responsibility for designing interventions that reach the poor, it conveys what targeting options are available, what results can be expected as well as information that will assist in choosing among them and in their implementation. Key messages are: - While targeting 'works' - the median program transfers 25 percent more to the poor than would a universal allocation - targeting performance around the world is highly variable. - Means testing, geographic targeting, and self-selection based on a work requirement are the most robustly progressive methods. Proxy means testing, community-based selection of individuals and demographic targeting to children show good results on average, but with considerable variation. - Demographic targeting to the elderly, community bidding, and self-selection based on consumption show limited potential for good targeting. - There is no single preferred method for all types of programs or all country contexts. Successful targeting depends critically on how a method is implemented. Monitoring and analysing food and agriculture policies and their effects is crucial to support decision makers in developing countries to shape better policies that drive agricultural and food systems transformation. Assessing Aid determines that the effectiveness of aid is not decided by the amount received but rather the institutional and policy environment into which it is accepted.
