Climate change related natural disasters pose serious threats and risks to livelihoods of fishermen and women as well as to food security in the Caribbean. To respond to these threats and risks, the FAO, the Department of State of the United States of America and the World Bank introduced an initiative on climate risk insurance for the Caribbean Fisheries sector as part of a global initiative on Blue Growth. In support of this initiative a survey was conducted to identify fisheries assets that could be insured, value these assets, identify climate smart fisheries investments and practices and carry out an insurance needs and demand survey. This Circular presents survey findings from Antigua and Barbuda, Barbados, Grenada, St Lucia, St Kitts and Nevis and St Vincent and the Grenadines. Some of the key findings are that: 97 percent of the fishing vessels and fishing assets were not insured, while in each of the CARICOM countries there is at least one local insurer offering marine insurance; 83 percent of the fishers would purchase insurance coverage for their vessels if it would be more affordable; only 17 percent of the fishers had a health insurance and 20 percent had an life insurance policy. Moreover, more than one-third of the fishers would be interested to invest in safe harbor, anchorage, haul out and vessel storage facilities, including installation of bumper rails on piers and the use of fenders on boats and piers, if this would reduce insurance premiums. Based on the findings of the insurance demand survey, an organizational arrangement for a Caribbean Fisheries Risk Insurance Facility (CFRIF) was developed, presented at various regional fora and shared with interested stakeholders.

This circular summarizes the findings of an FAO assessment of legal frameworks in five Caribbean countries (Barbados, Dominica, Saint Kitts and Nevis, Saint Vincent and the Grenadines and Trinidad and Tobago) in terms of entry points for introducing fishing vessel insurance. It also contains an overview of international conventions governing marine insurance and examples of mandatory fishing vessel insurance legislation from selected countries. The origins of compulsory third party liability insurance in the maritime industry and its introduction in international instruments (e.g. the Bunkers Convention, the Wreck Removal Convention, and the EU Directive 2009/20/EC) are discussed. The benefits of introducing compulsory third party liability insurance for everyone involved in the fisheries industry (claimants, shipowners, and society in general) in line with those in the merchant shipping industry are presented. Model regulations to facilitate introduction of compulsory third party liability insurance for fishing vessels are provided, as well as information to support fishers’ awareness raising and capacity building on this subject. This circular also contains the proceedings of a Stakeholder Meeting on Fisheries Insurance Legislative Frameworks for the Caribbean, held on 15 November 2019 in Barbados, where the assessment findings, best-practices and model regulations were presented. The circular makes a case for introduction of compulsory third party liability insurance for fishing vessels in the Caribbean, and claims that such insurance contributes to improving the working conditions of fishers, their safety and to responsible fishing practices.

These Guidelines for increasing access of small-scale fisheries to insurance services in Asia have been developed to support the implementation of the Voluntary Guidelines for Securing Sustainable Small-Scale Fisheries in the Context of Food Security and Poverty Eradication (SSF Guidelines). The purpose of these Guidelines is fourfold, i.e. • to increase awareness about the needs of small-scale fishers for better risk management, disaster preparedness and insurance services; • to guide policy and decision makers to help introduce insurance services to small-scale fishers, with the ultimate objective to strengthen the sustainability and ecological and economic viability of these fisheries; • to build capacity among insurance providers, fisherfolk organizations, NGOs, and concerned government agencies, to design and implement insurance programmes that suit the needs of small-scale fishing communities and enhance social protection; • to promote insurance services that incentivize and reward a responsible and sustainable conduct of fishing operations and a better preparedness for natural disasters including climate change related challenges. These Guidelines commence by elaborating on the context and framework, in which insurance programmes for small-scale fisheries should be conceived. It is explained why most small-scale fishers are presently not insured. Major risks and consequences faced by fishers are identified. Risks include capsizing, grounding, collision and sinking of vessels; fire on board of vessels or in port; injury or death of crew as a result of above, human errors during navigation or fishing operations; oil spills or other pollution caused by fishing vessels; theft and vandalism, when moored in port; piracy

The Seventeenth Session of the Western Central Atlantic Fishery Commission was held in Miami, United States of America (USA), from 15 to 18 July 2019. The session was attended by 25 members of the Commission. Observers from 20 partner organizations also participated. The Commission adopted seven regional fisheries management recommendations. La dix-septième session de la Commission des pêches pour l’Atlantique Centre-Ouest s’est tenue à Miami (États-Unis d’Amérique) (USA), du 15 au 18 juillet 2019. 25 membres de la Commission y ont participé. Des observateurs issus de 20 organisations partenaires étaient également présents. La Commission a adopté sept recommandations sur la gestion régionale des pêches. La 17.ª reunión de la Comisión de Pesca para el Atlántico Centro- Occidental se celebró en Miami, Estados Unidos de América (EE.UU.), del 15 al 18 de julio de 2019. Asistieron a la reunión 25 miembros de la Comisión. También participaron observadores de 20 organizaciones asociadas. La Comisión aprobó siete recomendaciones de gestión pesquera regional.

Grenada has made significant strides to counter climate change but meeting the daunting remaining challenges will require domestic policy actions and sustained international support. Climate change is an existential threat to Grenada. Increasing frequency and intensity of coastal storms threatens infrastructure and livelihoods, as do increased risk of coastal flooding and drought. Notably, Hurricane Ivan in 2004 caused damages of over 200 percent of GDP. Grenada has recognized this by placing climate resilience at the center of its policy making and forging strategic alliances with key global climate finance providers. However, the challenges facing the country remain daunting and will require large increases in international support, both financial and technical, to assist the Grenadian authorities turn their impressive resilience plans into action.
