This report describes the impact of COVID-19 on the agrifood sector and rural populations of the Western Balkans in 2020, both at individual country/ territory level and for the region as a whole, and the government measures and initiatives that were adopted in response. Governments worldwide are implementing an extensive range of prevention and mitigation measures to control the spread of COVID-19 and limit its health, economic and social consequences. COVID-19 policy actions could have significant negative impacts across the food system, mainly if the policies are uncoordinated and built on limited evidence. In Jordan, the COVID-19 pandemic is continuing to cause direct harm to health, livelihoods, to people living standard and overall national economies. This articulates the importance of formulating long, medium and short-term policies to deal with pandemic priorities and alleviate COVID-19 and increase development investments in the agriculture sector as one of the most critical sectors in such these conditions. This study determines the short-term impact of COVID-19 on agriculture and food supply and identifies the positive impact of government measures taken across the country of Jordan. This rapid assessment utilized primary data and existing data related to the agriculture-food systems sector to understand the impact of the COVID-19 crisis and produced recommendations and policy actions. The assessment's general objective is to identify the effects of COVID-19 on Agri-food systems actors and recommend policies to alleviate the negative impact. It explores the range of policies, strategies and actions, in the short- and medium/long-term in the broader agriculture/food systems sector. Recommendations and suggested policies (10 policies) are formed depending on the results of the field surveys (farmers, exporters and supply chain actors survey), the results of secondary data analysis, IMF targeted policies (9 pillars), Jordan COVID-19 and Food Security Rapid Assessment-Policy

This paper provides insights and evidence on how the COVID-19 pandemic and related policy responses to curb its spread influence the risk of child labour in agriculture through different pathways. For the most part, small food manufacturers were allowed to remain open during the COVID-19 crisis to ensure food security, but their operations were nonetheless hampered from a range of perspectives. The aim of this report is, first, to analyse how small food manufacturers were impacted by the fall-out from the COVID-19 pandemic and the effects of government measures enacted to halt its spread, and second, to provide recommendations that contribute to the recovery of the small food processing sub-sector in sub-Saharan Africa (SSA). In so doing, the study identifies measures that can mitigate the disruptive impacts on agri-food manufacturers and which also contribute to building a resilient business environment for small and medium enterprises (SMEs) across agrifood value chains. The COVID-19 crisis is expected to lead to a 46.4 percent decline in Tunisia’s GDP during the 2nd quarter of 2020 (April to June). The industrial sector will be hit hardest, with output falling by 52.7 percent, followed closely by services (-49.0 percent) and agriculture (-16.2 percent). These high losses are a result of the complete lockdown imposed in the country to contain the pandemic. Higher-income urban households will see the largest income losses, although lower-income urban households also will experience significant reductions in their income. As a policy response, social transfers towards poorer households will reduce the adverse welfare impact of these drops in household income. Government policies to support struggling businesses will allow economic activities to revive more rapidly when the lockdown loosens. Consequently, comprehensive planning by the Government of Tunisia to re-open the economy will be critical to reduce the pandemic’s adverse impact on the country’s economy in the longer-term, reducing losses of employment and income, especially in manufacturing and retail.

This report presents the latest updates related to food security and nutrition in Europe and Central Asia, including estimates on the cost and affordability of healthy diets. It also explores how governments are supporting the food and agriculture sector and how to repurpose policies and incentives to make healthy diets more affordable and agrifood systems more environmentally sustainable. The new estimates confirm that the prevalence of hunger at chronic or severe levels is relatively low in the ECA region, through the prevalence of food insecurity at moderate or severe levels can be quite high. The region is seeing alarmingly high – and rising – rates of overweight and obesity. The COVID-19 pandemic has added 25.5 million people in the region to the ranks of the moderately or severely food insecure, leaving them without access to safe, nutritious and adequate food. The war in Ukraine has made the situation worse. Almost all ECA subregions are experiencing increased costs and reduced affordability of healthy diets because of higher food prices and lower incomes. This report contains an in-depth analysis of the repurposing of food and agricultural policies to ensure the food systems transformation is better suited to addressing the “triple challenge” of achieving food security and good nutrition for better health, providing livelihoods to farmers and others connected to the sector, and reducing the nature and climate footprint of the sector. This report also reviews complementing policies within and outside of agrifood systems to assess whether repurposing efforts are impactful in the ECA region.
