Governments worldwide are implementing an extensive range of prevention and mitigation measures to control the spread of COVID-19 and limit its health, economic and social consequences. COVID-19 policy actions could have significant negative impacts across the food system, mainly if the policies are uncoordinated and built on limited evidence. In Jordan, the COVID-19 pandemic is continuing to cause direct harm to health, livelihoods, to people living standard and overall national economies. This articulates the importance of formulating long, medium and short-term policies to deal with pandemic priorities and alleviate COVID-19 and increase development investments in the agriculture sector as one of the most critical sectors in such these conditions. This study determines the short-term impact of COVID-19 on agriculture and food supply and identifies the positive impact of government measures taken across the country of Jordan. This rapid assessment utilized primary data and existing data related to the agriculture-food systems sector to understand the impact of the COVID-19 crisis and produced recommendations and policy actions. The assessment's general objective is to identify the effects of COVID-19 on Agri-food systems actors and recommend policies to alleviate the negative impact. It explores the range of policies, strategies and actions, in the short- and medium/long-term in the broader agriculture/food systems sector. Recommendations and suggested policies (10 policies) are formed depending on the results of the field surveys (farmers, exporters and supply chain actors survey), the results of secondary data analysis, IMF targeted policies (9 pillars), Jordan COVID-19 and Food Security Rapid Assessment-Policy

This report contributes to the project ‘Securing agriculture and rural development in times of COVID-19, pathways to regional responses for recovery, reforms, and resilience’ by the Food and Agriculture Organization of the United Nations (FAO). On 8 March 2020, the Philippine government declared the State of Public Health Emergency to address the coronavirus disease (COVID-19). On 13 March 2020, the Government imposed enhanced community quarantine (ECQ) over Luzon. Subsequently, similar measures were imposed throughout the country, including in Mindanao, and especially in Bangsamoro Autonomous Region in Muslim Mindanao (BARMM). Although the COVID-19 epidemic is primarily a public health concern, the necessary measures enacted to contain the spread of the virus, especially the restrictions placed on the movement of people and goods, were likely to have a significant impact on all levels of the agricultural market chain. The Food and Agriculture Organization of the United Nations (FAO), International Fund for Agricultural Development (IFAD), the World Food Programme (WFP), and the United Nations Children’s Fund (UNICEF) decided to conduct a rapid assessment on the impact of the COVID-19 outbreak on food security and nutrition. The results of the impact assessment was envisioned to inform key government agencies in identifying the appropriate measures and programs that will ultimately help ensure food security for all, at all times.

COVID-19 is a global health crisis that has caused a shock to food and agricultural systems around the world, affecting production, supply chains, trade, markets, and people’s livelihoods and nutrition. This second assessment provides an invaluable and wide-ranging analysis that underlines the scale and scope of COVID-19’s impact on food and agriculture in Bangladesh. It is based on qualitative data collected during May and June 2020. The analysis determined that the entire food supply chain was hampered by the COVID-19 lockdown and resulting economic crisis that occurred from mid-March to May. The study detailed and analyzed major impacts.

The COVID-19 pandemic has had a huge impact on food security in Indonesia. Ensuring food production and availability is a major concern for policymakers. The Indonesian government has historically made various efforts in this regard, encouraging and providing facilitation to farmers as the main producers of food, such as through the supply of agricultural inputs. In responding to the pandemic, the Indonesian government designed several programmes to protect farmers as food producers. The government was already carrying out these programmes before COVID-19 broke out but it increased their number and frequency during the pandemic. This paper examines the situation for several agricultural commodities as a result of the travel restrictions implemented under COVID-19. These restrictions affected the flow of goods, including of agricultural inputs and outputs. In addition, the paper compares conditions before and during the pandemic, assessing this within the broader context of government actions to address the challenges posed by COVID-19. It employs descriptive analysis, trend analysis and comparative analysis. The paper ends with an analysis of the adequacy of food consumption and food security in Indonesia and of the Social Safety Net (Jaring Pengaman Sosial – JPS) programme. As a result, the agriculture sector in Indonesia has withstood the shocks of the COVID-19 pandemic and its early restrictions relatively well. This can be seen in the economic growth (year on year) of the Indonesian agriculture sector, which was consistently positive for eight quarters (from the first quarter of 2020 to the fourth quarter of 2021) while at the same time total GDP growth in 2020 was negative. Specifically, the performance and relative resilience of the agriculture sector during the pandemic can be observed on several indicators, such as production, productivity, prices and trade in a number of main commodities, described below. During the COVID-19 pandemic, for all six commodities studied, no major shocks were observed on several indicators, including production, productivity, prices and trade. There were also no major shocks to food resilience. Responsive policies and assured provision of inputs were very important in facing the threat of food stock uncertainty. Indonesia’s government implemented several social safety net programmes, which suppressed the negative impacts of the COVID-19 pandemic on food security. Policy recommendations for the government, to ensure the continued stability and resilience of agriculture and the food system.

This report shares the analysis on the effects of the coronavirus disease 2019 (COVID-19) in the agri-food system in the Sudan based on the assessment conducted during July–August 2020. Funded by the United States Agency for International Development (USAID), the Food and Agriculture Organization of the United Nations (FAO) is implementing a project to contribute to data collection and analysis linked to COVID-19 to inform evidence-based programming in selected countries. The objective is to assess the effects of COVID-19 in the agri-food system, which includes livestock and fishing, food supply, livelihoods and food security of the rural population at national level. Information is collected from primary sources of the production process: producer households, traders or marketers, inputs suppliers, extension officers and key informants. The first round of data collection has been completed, with rounds II and III foreseen in 2021.

This paper combines pre-pandemic face-to-face survey data with follow up phone surveys collected in April-May 2020 to quantify the overall and differential impacts of COVID-19 on household food security, labor market participation and local food prices in Nigeria. We exploit spatial variation in exposure to COVID-19 related infections and lockdown measures along with temporal differences in our outcomes of interest using a difference-in-difference approach. We find that those households exposed to higher COVID-19 cases or mobility lockdowns experience a significant increase in measures of food insecurity. Examining possible transmission channels for this effect, we find that COVID-19 significantly reduces labor market participation and increases food prices. We find that impacts differ by economic activities and households. For instance, lockdown measures increased households' experience of food insecurity by 12 percentage points and reduced the probability of participation in non-farm business activities by 13 percentage points. These lockdown measures have smaller impacts on wage-related activities and farming activities. In terms of food security, households relying on non-farm businesses, poorer households, those with school-aged children, and those living in remote and conflicted-affected zones have experienced relatively larger deteriorations in food insecurity. These findings can help inform immediate and medium-term policy responses, including social protection policies aiming at ameliorating the impacts of the pandemic, as well as guide targeting strategies of governments and international donor agencies by identifying the most impacted sub-populations.

The FAO Investment Centre provides a wide range of support services to help countries make more and better investments in food and agriculture.
