An Air Traffic Control (ATC) system can be developed to provide fuel efficient routings routinely, to increase controller productivity, and to reduce system errors. The following concept document describes a system called AERA, that is an evolutionary extrapolation of the many techniques that FAA has pioneered during the past decade, such as conflict alert, en route metering, Automatic Traffic Advisory and Resolution Service (ATARS), Discrete Address Beacon System (DABS), trajectory modeling and planning algorithms, and electronic tabular displays (ETABS). This concept document was prepared by a team of ATC experts to review prior work, the ongoing AERA program, and to define a total AERA concept. The review team has concluded that the concept is feasible, the degree of automation implied can be achieved with state of the art equipment, that the system can be designed so that no aircraft would be placed in hazard by system failures, and finally, that AERA has benefits that are substantially larger than its costs.

In recent years, increases in the amount and changes in the distribution of air traffic have been very dramatic and are continuing. The need for changes in the current air traffic systems is equally clear. Automated En Route Air Traffic Control (AERA) 3, in a research and development stage at the time of this publication, represents a fundamental change in the roles and responsibilities of human and machine on the ground in air traffic control. In AERA 3, the aircraft separation function is fully automated. Associated with the high degree of automation are a set of risks that must be managed over the life of the project. Risks have been categorized into four areas: technical, operational, programmatic, and transition. This report explains how these risks are being or will be managed through a variety of activities, including the following: a review of concepts and requirements with air traffic controllers, pilots, and industry; development and testing of prototypes of progressively greater levels of functionality and fidelity in the AERA 3 Protocenter and at the FAA Technical Center; Analysis of safety and other areas; and in the implemented system, application if fault-tolerant techniques. Also under consideration are early spin-offs which would provide field evaluation of portions of AERA 3 functionality.

The Federal Aviation Administration is presently analyzing requirements for the computer system that will replace the IBM Model 9020 computers, that currently support the en route NAS system, as well as the computers that support the terminal ARTS facilities. As an early input to the requirements analysis effort, the FAA's Office of System Engineering Management requested a preliminary analysis of computer loads imposed by near-term enhancements to the existing NAS and certain long-term enhancements. This report presents an analysis that estimates the computer sizing requirements imposed by the Automated En Route Air Traffic Control (AERA) system, a possible long-term enhancement to NAS. In order to establish preliminary AERA processor and memory requirements, two models are presented. A simulation model of the higher level AERA functions, such as initial processing and progress monitoring, is applied to the Washington Center to show typical AERA imposed processor loading. A previously developed linear model of required memory is also applied to show typical memory requirements resulting from AERA. The models presented reflect a version of AERA existing during December, 1978. That version of AERA did not include the recently developed concepts of strategic and tactical planning/control. Additionally, since AERA will continue to evolve during the development stage, requirements enumerated must be considered preliminary in nature and significant changes on the estimates may be expected. Throughout this analysis, it is assumed that there is no integration of the existing NAS functions and the AERA functions.
