Autonomous vehicles (AVs) have been used in military operations for more than 60 years, with torpedoes, cruise missiles, satellites, and target drones being early examples.1 They have also been widely used in the civilian sector-for example, in the disposal of explosives, for work and measurement in radioactive environments, by various offshore industries for both creating and maintaining undersea facilities, for atmospheric and undersea research, and by industry in automated and robotic manufacturing. Recent military experiences with AVs have consistently demonstrated their value in a wide range of missions, and anticipated developments of AVs hold promise for increasingly significant roles in future naval operations. Advances in AV capabilities are enabled (and limited) by progress in the technologies of computing and robotics, navigation, communications and networking, power sources and propulsion, and materials. Autonomous Vehicles in Support of Naval Operations is a forward-looking discussion of the naval operational environment and vision for the Navy and Marine Corps and of naval mission needs and potential applications and limitations of AVs. This report considers the potential of AVs for naval operations, operational needs and technology issues, and opportunities for improved operations.

Joint Vision 20101 addresses the need for achieving military dominance through the application of new operational concepts. For the Department of the Navy, future operational concepts will hinge on a continuance of forward yet unobtrusive presence and the capability to influence events ashore as required. This capability will be enabled by the development and insertion into the forces of new technologies for providing command, control, and surveillance; battlespace dominance; power projection; and force sustainment. For example, unmanned aerial vehicles (UAVs) have recently proven to be valuable operational platforms for providing tactical intelligence by surveillance of the battlefield. To support naval force objectives, the Office of Naval Research (ONR) has established a research program within the Strike Technology Division (Code 351) of the Naval Expeditionary Warfare Science and Technology Department aimed at expanding the operational capabilities of UAVs to include not only surveillance and reconnaissance, but strike and logistics missions as well. This new class of autonomous vehicles, known as uninhabited combat air vehicles (UCAVs), is foreseen as being intelligent, recoverable, and highly maneuverable in support of future naval operations. Review of ONR'S Uninhabited Combat Air Vehicles Program evaluates ONR's UCAV technology activities, including its vision documents and its science and technology roadmap (in areas of vehicle dynamics, communications, sensors, and autonomous agents) against criteria that would be selected by the committee, such as the relevance for meeting future naval priorities, the cost and time scale for its utilization, duplication of effort, and scientific and technical quality.

Unmanned marine vehicles (UMVs) is a collective term commonly used to describe autonomous underwater vehicles, remotely operated vehicles, semi-submersibles, and unmanned surface craft. UMVs are heavily used in the military, civilian, and scientific communities for undertaking designated missions whilst either operating autonomously and/or in co-operation with other types of vehicles. Advanced marine vehicles are increasing their capabilities and the degree of autonomy more and more in order to perform more sophisticated maritime missions. Remotely operated vehicles are no longer cost-effective since they are limited by economic support costs, and the presence and skills of the human operator. Alternatively, autonomous surface and underwater vehicles have the potential to operate with greatly reduced overhead costs and level of operator intervention. An unmanned aerial vehicle (UAV), commonly known as a drone, is an aircraft without a human pilot aboard. UAVs are a component of an unmanned aircraft system (UAS); these include a UAV, a ground-based controller, and a system of communications between the two. Compared to manned aircraft, UAVs were originally used for missions too "dull, dirty or dangerous" for humans. While they originated mostly in military applications, their use is rapidly expanding to commercial, scientific, recreational, agricultural, and other applications such as policing, peacekeeping and surveillance, product deliveries, aerial photography, agriculture, smuggling, and drone racing. Civilian UAVs now vastly outnumber military UAVs, with estimates of over a million sold by 2015, so they can be seen as an early commercial application of Autonomous Things, to be followed by the autonomous car and home robots. Nowadays, UMVs and UAVs are playing an increasingly important role in both controlling community and engineering applications. For example, UMVs and UAVs provide more efficient ways to execute various challenging tasks. However, these systems are usually featured with dynamics coupling, actuator saturation, underactuated structure, time-varying disturbance, etc., thereby resulting in great challenges and difficulties in system analysis and controller design. Recently, by employing intelligent approaches, advanced control methodologies for unmanned systems have been rapidly developed. Note that the dynamic environment is usually changing and the unmanned systems must adapt themselves accordingly. In this context, on one hand, more efforts should be focused on the methodology of the learning system. For example, fast adaptation and self-organizing capability are essentially required. On the other hand, advanced analysis tools should be deployed to enhance the control performance. Towards this end, human-like intelligence should be integrated tightly with nonlinear design for complex control tasks of autonomous systems. The main objective of this edited book is to address various challenges and issues pertinent to the intelligent control of UMVs and UAVs. (Nova)

This report assesses in what ways and to what degree unmanned surface vehicles (USVs) are suitable for supporting U.S. Navy missions and functions. It briefly characterizes the current and emerging USV marketplaces to provide a baseline for near-term capabilities, describes USV concepts of employment to support diverse U.S. Navy missions and functions, and evaluates these concepts of employment to identify specific missions and functions for which they are highly suitable. USVs offer several particular strengths relative to other platforms, including the ability to interact both above and below the waterline, enabling them to serve as critical nodes for cross-domain networks. They also have potentially longer endurance, larger payloads, and higher power outputs than comparably sized unmanned air or undersea vehicles. Additionally, their greater risk tolerance compared with manned systems makes them desirable platforms for overcoming adversaries' anti-access and area-denial measures. These strengths make USVs particularly suitable for missions such as characterizing the physical environment, observation and collection regarding adversaries, mine warfare, military deception/information operations/electronic warfare, defense against small boats, testing and training, search and rescue, and the support of other unmanned vehicles. However, USVs need advanced autonomy and assured communications to complete complex missions, as well as any missions in complex environments. Autonomous seakeeping and maritime traffic avoidance are USV-specific capabilities that likely need to be developed with U.S. Navy involvement. Also, optional manning and payload modularity can enhance the desirability of USV programs.

The Navy wants to develop and procure three new types of unmanned vehicles (UVs) in FY2020 and beyond-Large Unmanned Surface Vehicles (LUSVs), Medium Unmanned Surface Vehicles (MUSVs), and Extra-Large Unmanned Undersea Vehicles (XLUUVs). The Navy is requesting $628.8 million in FY2020 research and development funding for these three UV programs and their enabling technologies. The Navy wants to acquire these three types of UVs (which this report refers to collectively as large UVs) as part of an effort to shift the Navy to a new fleet architecture (i.e., a new combination of ships and other platforms) that is more widely distributed than the Navy's current architecture. Compared to the current fleet architecture, this more-distributed architecture is to include proportionately fewer large surface combatants (i.e., cruisers and destroyers), proportionately more small surface combatants (i.e., frigates and Littoral Combat Ships), and the addition of significant numbers of large UVs. The Navy wants to employ accelerated acquisition strategies for procuring these large UVs, so as to get them into service more quickly. The emphasis that the Navy placed on UV programs in its FY2020 budget submission and the Navy's desire to employ accelerated acquisition strategies in acquiring these large UVs together can be viewed as an expression of the urgency that the Navy attaches to fielding large UVs for meeting future military challenges from countries such as China. The LUSV program is a proposed new start project for FY2020. The Navy wants to procure two LUSVs per year in FY2020FY2024. The Navy wants LUSVs to be low-cost, high-endurance, reconfigurable ships based on commercial ship designs, with ample capacity for carrying various modular payloads-particularly anti-surface warfare (ASuW) and strike payloads, meaning principally anti-ship and land-attack missiles. The Navy reportedly envisions LUSVs as being 200 feet to 300 feet in length and having a full load displacement of about 2,000 tons. The MUSV program began in FY2019. The Navy plans to award a contract for the first MUSV in FY2019 and wants to award a contract for the second MUSV in FY2023. The Navy wants MUSVs, like LUSVs, to be low-cost, high-endurance, reconfigurable ships that can accommodate various payloads. Initial payloads for MUSVs are to be intelligence, surveillance and reconnaissance (ISR) payloads and electronic warfare (EW) systems. The Navy defines MUSVs as having a length of between 12 meters (about 39 feet) and 50 meters (about 164 feet). The Navy wants to pursue the MUSV program as a rapid prototyping effort under what is known as Section 804 acquisition authority. The XLUUV program, also known as Orca, was established to address a Joint Emergent Operational Need (JEON). The Navy wants to procure nine XLUUVs in FY2020-FY2024. The Navy announced on February 13, 2019, that it had selected Boeing to fabricate, test, and deliver the first four Orca XLUUVs and associated support elements. On March 27, 2019, the Navy announced that the award to Boeing had been expanded to include the fifth Orca. The Navy's large UV programs pose a number of oversight issues for Congress, including issues relating to the analytical basis for the more-distributed fleet architecture; the Navy's accelerated acquisition strategies and funding method for these programs; technical, schedule, and cost risk in the programs; the proposed annual procurement rates for the programs; the industrial base implications of the programs; the personnel implications of the programs; and whether the Navy has accurately priced the work it is proposing to do in FY2020 on the programs.

Until recently, the prevailing view of marine life at high latitudes has been that organisms enter a general resting state during the dark Polar Night and that the system only awakens with the return of the sun. Recent research, however, with coordinated, multidisciplinary field campaigns based on the high Arctic Archipelago of Svalbard, have provided a radical new perspective. Instead of a system in dormancy, a new perspective of a system in full operation and with high levels of activity across all major phyla is emerging. Examples of such activities and processes include: Active marine organisms at sea surface, water column and the sea-floor. At surface we find active foraging in seabirds and fish, in the water column we find a high biodiversity and activity of zooplankton and larvae such as active light induced synchronized diurnal vertical migration, and at seafloor there is a high biodiversity in benthic animals and macroalgae. The Polar Night is a period for reproduction in many benthic and pelagic taxa, mass occurrence of ghost shrimps (Caprellides), high abundance of Ctenophores, physiological evidence of micro- and macroalgal cells that are ready to utilize the first rays of light when they appear, deep water fishes found at water surface in the Polar night, and continuous growth of bivalves throughout the winter. These findings not only begin to shape a new paradigm for marine winter ecology in the high Arctic, but also provide conclusive evidence for a top-down controlled system in which primary production levels are close to zero. In an era of environmental change that is accelerated at high latitudes, we believe that this new insight is likely to strongly impact how the scientific community views the high latitude marine ecosystem. Despite the overwhelming darkness, the main environmental variable affecting marine organisms in the Polar Night is in fact light. The light regime during the Polar Night is unique with respect to light intensity, spectral composition of light and photoperiod.

Which military missions for unmanned undersea vehicles (UUVs) appear most promising to pursue in terms of military need, operational and technical risks, alternatives, and cost? To answer this question, the authors assess risks associated with using UUVs for advocated missions, identify non-UUV alternatives that may be more appropriate for such missions, and analyze potential costs associated with UUV development and use. They conclude that seven missions: mine countermeasures, deployment of leave-behind surveillance sensors or sensor arrays, near-land and harbor monitoring, oceanography, monitoring undersea infrastructure, anti-submarine warfare tracking, and inspection/identification - appear most promising. Among other recommendations, the authors suggest that the U.S. Navy consolidate its unmanned system master plans and establish relevant priorities in coordination with the Office of the Secretary of Defense. Increased emphasis on the use of surface platforms rather than submarines as host platforms is recommended.

The Navy has put forth a new construct for its strike forces that enables more effective forward deterrence and rapid response. A key aspect of this construct is the need for flexible, adaptive command, control, communications, computers, intelligence, surveillance, and reconnaissance (C4ISR) systems. To assist development of this capability, the Navy asked the NRC to examine C4ISR for carrier, expeditionary, and strike and missile defense strike groups, and for expeditionary strike forces. This report provides an assessment of C4ISR capabilities for each type of strike group; recommendations for C4ISR architecture for use in major combat operations; promising technology trends; and an examination of organizational improvements that can enable the recommended architecture.
