This book provides a unique view on the Beagle Channel crisis (1977-1984) between Argentina and Chile by examining it in a global political context. The author explores the factors which led from imminent conflict to signing the Treaty of Peace and Friendship in just six years. Regional and international dimensions of the Beagle crisis are given particular attention, including international arbitration, the participation of the Vatican as a third actor, the role of the US, the complicating effects of the Falkland war, and the relations between each party and the UK. The author highlights unequal effects on Argentine and Chilean foreign policies of domestic structures and international conditions. The book seeks to determine the extent to which foreign policy provides opportunities for states to exercise political autonomy, given the powerful constraints imposed by the multiple structures of the international system, and how negotiation behaviour generated the path from conflict to cooperation between Argentina and Chile. The author’s focus on foreign policy aids the understanding of processes and decisions within Argentina and Chile during the Beagle crisis while utilising new theoretical approaches in the field of negotiation behaviour in Latin America.

Foreign policy decisions are influenced by many factors. The real world is complex and many variables have to be considered when making a decision. A psychological approach to decision-making facilitates the understanding and explaining of the complexity of foreign and global policies precisely because of the prolonged transitional stage of the contemporary international system. The course of world politics is shaped by the decisions of leaders. Uncertainty involved in decision-making in foreign policy can relate to the motivations, beliefs, intentions or calculations of the opponents. If it is not possible to understand how decisions are made, then maybe it is at least feasible to understand these decisions and, perhaps more importantly, predict various results with regards to international politics. This book provides a new perspective on the study of international relations by analyzing the subjective elements (idiosyncrasies) that occur in decision-making at the individual level. The use of psychological methods of analysing the foreign policy decision-making process proposes a necessary investigation path into international relations.

"Diplomatic Negotiation is difficult to grasp, both in practice and in theory. Yet it is important to get to grips with this process, as negotiations between states and in international organizations are the lifeblood of the international body politic. The Charter of the United Nations, for obvious reasons, ranks negotiation as the foremost instrument in the peaceful settlement of inter-state conflicts. Scholars of international relations, however, are still searching for methodologies and theories to explain the outcomes of negotiations by the processes that produce them. This monograph approaches the process of diplomatic negotiation from different angles, while applying a multi-faceted qualitative analysis of case studies from the past and present. It is hoped that a better understanding of negotiation as one of the main tools of diplomacy will help to enhance the effectiveness of this process as an alternative to warfare. Still, negotiation is basically a struggle in the promotion and defence of state interests. It is war by peaceful means. The central proposition of this book is that negotiations between states can only be a viable replacement of the use of violence if they are conducted within a framework of international regimes that set the rules and procedures for negotiation behaviour and mitigate lack of trust. International regimes may take the shape of international organizations, which can force countries to live up to their agreements. Diplomats and political leaders have come to recognize this, as the evolution of diplomacy in the last 400 years testifies. Diplomatic negotiation may be taken as a ceaseless series of attempts to bring more order to the international system. U.S. Foreign Policy and the New International Economic Order is an authoritative account of the development of U.S. policy toward the New International Economic Order (NIEO) from its inception in 1974 through the Eleventh Special Session of the General Assembly in August-September 1980. Olson concentrates on the latter stages of the North-South dialogue, analyzing U.S. policy in the context of broad foreign policy objectives pursued since the end of World War II and also in light of the events of the seventies and the 1980 Soviet invasion of Afghanistan. On the premise that policy is, ultimately, what happens at the negotiating table, he also specifically examines the record of U.S. negotiations on the Common Fund, UNCTAD V, and other major North-South meetings during 1979-1980. This material, together with an examination of how policy is made within the U.S. bureaucracy, who makes it, and why, provides fresh insight into a complex process. Olson seeks to determine if and to what extent U.S. policy serves basic U.S. interests and whether the negotiating process has been an effective medium for global problem solving. He concludes that althought U.S. policy and practice do serve traditional U.S. foreign policy interests, the political cost is high.
