Foreign policy decisions are influenced by many factors. The real world is complex and many variables have to be considered when making a decision. A psychological approach to decision-making facilitates the understanding and explaining of the complexity of foreign and global policies precisely because of the prolonged transitional stage of the contemporary international system. The course of world politics is shaped by the decisions of leaders. Uncertainty involved in decision-making in foreign policy can relate to the motivations, beliefs, intentions or calculations of the opponents. If it is not possible to understand how decisions are made, then maybe it is at least feasible to understand these decisions and, perhaps more importantly, predict various results with regards to international politics. This book provides a new perspective on the study of international relations by analyzing the subjective elements (idiosyncrasies) that occur in decision-making at the individual level. The use of psychological methods of analysing the foreign policy decision-making process proposes a necessary investigation path into international relations.

This book provides a unique view on the Beagle Channel crisis (1977-1984) between Argentina and Chile by examining it in a global political context. The author explores the factors which led from imminent conflict to signing the Treaty of Peace and Friendship in just six years. Regional and international dimensions of the Beagle crisis are given particular attention, including international arbitration, the participation of the Vatican as a third actor, the role of the US, the complicating effects of the Falkland war, and the relations between each party and the UK. Through its focus on EU Association Agreement negotiations, this book goes beyond the study of traditional EU trade negotiations and puts the spotlight on the increasing number of negotiations where trade relations are discussed alongside political ones. This setting makes both the negotiations themselves and the definition of the EU’s positions more complicated, raising the question as to what ultimately determines the EU’s behaviour in such complex negotiations spanning multiple of the EU’s policy areas. Offering a generalizable analytical model to study such complex EU international negotiations, the book illuminates the preferences and interactions between individual parts of the EU’s foreign affairs bureaucracy, and those between the lead actors, the Directorate General for Trade, and the European External Action Service (EEAS), in particular. In doing so, it demonstrates the utility of adapting the concept of bureaucratic politics from Foreign Policy Analysis (FPA) to the EU’s foreign policy decision-making apparatus across different stages of EU international negotiations. It also discusses how the institutional changes of the Treaty of Lisbon have altered the institutional set-up of the EU’s foreign affairs bureaucracy and thereby changed the foundations of the EU’s bureaucratic politics. Finally, the book finds that the EU’s behaviour in these negotiations is ultimately shaped, on the one hand, by the presence of diverging positions between its institutional actors, and the difficulty to bridge them through policy coordination mechanisms, on the other. Empirically, it explores these dynamics by considering the EU’s Association Agreement negotiations on the Latin American continent over the last twenty years before demonstrating the analytical model’s utility in the context of the EU’s negotiations with Ukraine and Japan. This book will be of key interest to scholars, students, and practitioners in EU foreign affairs/external relations, EU public administration and public policy, EU trade policy, and more broadly to Foreign Policy Analysis and International Relations.

In recent years, the U.S.–Japan alliance has marked several anniversaries, including 40 years since the 1969 decision on the reversion of Okinawa. These occasions have provided crucial opportunities to reassess the continuing significance of U.S.–Japan security and diplomatic relations, prompting this investigation into major issues in negotiations between the two countries. This book is the first comprehensive and comparative analysis of the U.S. and Japanese foreign policy formulation and implementation processes from 1961 to 1978, which also explores the long-term strategic significance of the U.S. deterrence in East Asia. It is based on numerous declassified and previously unused U.S. and Japanese documents, oral histories, and the author’s interviews with former officials. The book traces the origins of contemporary security and diplomatic issues back to the 1961–1978 U.S.–Japan negotiations involving secret arrangements in the reversion of Okinawa, Japan’s defense build-up, including the question of Japan’s nuclear option, and U.S.–Japan defense cooperation.
