Badan Usaha Milik Negara (BUMN) adalah badan usaha yang seluruh atau sebagian besar modalnya dimiliki oleh negara melalui penyertaan secara langsung yang berasal dari kekayaan negara yang dipisahkan. Saat ini, Jumlah BUMN mencapai angka yang cukup besar yaitu 118 BUMN, jenis BUMN Perusahaan Umum (Perum) berjumlah 14 BUMN, 20 BUMN Persero Tbk, dan 84 BUMN Persero. Pendirian BUMN bertujuan untuk peningkatan perekonomian negara dan kesejahteraan masyarakat sesuai dengan tujuan negara yang telah dicantumkan dalam alinea keempat UUD NRI Tahun 1945. Dalam rangka pencapaian tujuan negara memerlukan peran dan fungsi negara yang tidak hanya sebagai pengatur atau pengendali semata, tetapi juga fungsi negara sebagai penyedia kesejahteraan umum, pengusaha dan sebagai wasit yang adil dan fair dalam kegiatan perekonomian negara. Langkah konstitusional dan strategis dalam mewujudkan kesejahteraan rakyat melalui eksistensi BUMN yang diatur dalam UU Nomor 19 Tahun 2003 tentang Badan Usaha Milik Negara dan amanat dari Ketetapan MPR Nomor IV Tahun 1999 Tentang GBHN Tahun 1999-2004 yang memuat ketentuan bahwa, BUMN terutama yang usahanya berkaitan dengan kepentingan umum, perlu terus ditata dan disehatkan melalui restrukturisasi dan bagi BUMN yang tidak berkaitan dengan kepentingan umum dan berada dalam sektor yang telah kompeteitif dengan baik. Pengaturan BUMN memberikan landasan hukum bagi pengelolaan dan pengawasan BUMN secara professional, efisien, transparan, dan akuntabel dalam rangka meningkatkan nilai dan kinerja BUMN agar berdampak kepada kesejahteraan masyarakat. Berdasarkan ketentuan di atas dapat diketahui secara jelas bahwa BUMN merupakan amanah dari konstitusi UUD NRI 1945 dan kehadiran BUMN dalam kapasitasnya berprinsip kepada kebermanfaatan dalam rangka pemenuhan hajat hidup orang banyak, atau kesejahteraan umum. Kemudian prinsip menyumbang keuntungan bagi pendapatan negara yang diderivasikan untuk anggaran negara juga menjadi bagian yang tak terpisahkan dalam orientasi BUMN. Dari prinsip ini kemudian, negara memiliki kewenangan dalam melakukan pengelolaan dan pengawasan serta pembinaan bagi BUMN, namun dalam praktik banyak permasalahan yang muncul dalam pengelolaan BUMN, terutama mengenai status BUMN Pesero berbentuk Perseroan Terbatas (PT), kerugiaan BUMN yang dikatagorikan kerugian negara, hubungan antara BUMN sebagai induk perusahaan dengan anak perusahaan, dan sebagainya, yang dibahas secara kompehensif dalam buku ini.

Activists have exposed startling forms of labor exploitation and environmental degradation in global industries, leading many large retailers and brands to adopt standards for fairness and sustainability.
