Menurut survey Penulis, bahwa kedudukan, tugas, dan wewenang, serta kewajiban Pengawas Pemilu atau Pemilukada dinilai berhasil dalam penyelenggaraan pemilu. Fakta menunjukkan bahwa pengetahuan dan keterampilan Pengawas Pemilu juga dinilai berhasil mengawasi pelaksanaan tahapan penyelenggaraan pemilu, melakukan pencegahan dan penindakan terhadap pelanggaran pemilu, dan sengketa proses pemilu. Lebih menarik lagi, Bawaslu diberi tambahan kewenangan sebagai Mahkota Lembaga Pengawas Pemilu, yaitu kewenangan ajudikasi/peradilan untuk memeriksa dan mengkaji dugaan pelanggaran. Sukses atas keberhasilan Bawaslu itu penting, tetapi jauh lebih penting lagi kalau keberhasilan Bawaslu ini menjadi kacacermin untuk melihat kembali apakah di dalam keberhasilan itu masih ada kendala yang menghambat pelaksanaan tugas Bawaslu? Meskipun berbagai upaya yang telah dilakukan Bawaslu dalam meningkatkan kapasitas dan kapabilitas SDM dalam rangka menjawab tuntutan, namun apakah tidak mengalami kendala dalam pelaksanaannya? Oleh karena itu diperlukan pencerahannya.
