This book explores the differing treatment of Russian minorities in the non-Russian republics which seceded from the Soviet Union in the early 1990s. Providing detailed case studies, it explains why intervention by Russia occurred in the case of Ukraine, despite Ukraine’s benevolent and inclusive treatment of the large Russian minority, whereas in other republics with less benevolent approaches to minorities intervention did not occur, for example Kazakhstan, where discrimination against the Russian minority increased over time, and Latvia, where the country on its accession to the European Union was deemed to have good minority rights protection, despite a record of discrimination against the Russian minority. Throughout the book emphasises the importance of the perceptions of the republic government regarding the interaction between the minority’s kin-state and the minority, the role that minorities played within the nation-building process and after secession, and the dual threat coming from both the domestic and international spheres.

The main object of this book is to explain some of the mechanisms of integration and secession among regions from the point of view of game theory. To attain this goal, the incentives of regions in a country to unite or to secede and the conditions in the way for the member countries of a federation to leave peacefully are examined. Tensions over secession have become more and more serious, including separatist tensions in China, India, Iraq, Myanmar, and Sri Lanka. Studies included in this book stress differing preferences in the type of policy in each region and the influence of a third region on the power of secession. Decentralization strategies of tax-subsidy policy and governance policy in a political or economic group composed of two regions are shown to be important as a way to avoid wasteful conflict for the secession incentive of a minority region. How those incentives depend on heterogeneity costs associated with different preferences over the type of region and the relative size of the two regions is shown. Also provided is an analytical framework in which secessions are the equilibrium outcome of explicit civil conflict, where regions with different preferences invest in costly conflict activities. Finally, an empirical analysis is made of determinant factors of secession movements in many regions to verify the validity of our theories of secession. This book is recommended to researchers who are interested in a new economic geography and an interdisciplinary approach for regional economics.

Relying on a comparative perspective, this book fills the gaps among political, sociological, and historical analysis of separatism. Instead of starting, as is traditional, from a preconceived conception of nationalism, Roehner's approach reverses the perspective. He shows how the forms taken by liberation struggles provide a fingerprint of the kind of nationalism at work. For instance, bloody and desperate uprisings taking place mainly in rural areas are typical of a nation that has been deprived of its land, as seen in eighteenth-century Ireland or nineteenth-century New Zealand. On the other hand, protestation meetings taking place in cities reveal a revolt of the ruling class against political subordination as seen in Hungary in the nineteenth century, in Egypt or Morocco in the first half of the twentieth century, or in Kosovo in the late 1990s. Moreover the sociohistorical perspective adopted in this study reveals that religion and language are but two different facets of a nation's identity. In seventeenth-century Europe, religion was the principal social cement, but during the nineteenth century, languages progressively took over the role formerly assumed by religions. Through its broad perspective, this book allows new insight into the various ways separatism is likely to manifest itself in the world of the twenty-first century, and it provides a framework for understanding the diverse components of nationalism.

The author examines the political, economic and social costs and benefits of a community's two alternatives - continued integration in the existing state and secession - which enter into decision-making processes, and argues that secessionist activity arises only when government action or international developments change a community's view of the balance among these costs and benefits.
