Why Americans do not divide neatly into red and blue or right and left but form coalitions across party lines on hot-button issues ranging from immigration to same-sex marriage. On any given night cable TV news will tell us how polarized American politics is: Republicans are from Mars, Democrats are from Canada. But in fact, writes Peter Wenz in Beyond Red and Blue, Americans do not divide neatly into two ideological camps of red/blue, Republican/Democrat, right/left. In real life, as Wenz shows, different ideologies can converge on certain issues; people from the right and left can support the same policy for different reasons. American political history has been built around narratives of crisis, in which what “counts” are the moments when seemingly stable political orders collapse and new ones rise from the ashes. But while crisis-centered frameworks can make sense of certain dimensions of political culture, partisan change, and governance, they also often steal attention from the production of categories like race, gender, and citizenship status that transcend the usual break points in American history. How right-wing political entrepreneurs around the world use religious offense—both given and taken—to mobilize supporters and marginalize opponents. In the United States, elements of the religious right fuel fears of an existential Islamic threat, spreading anti-Muslim rhetoric into mainstream politics. In Indonesia, Muslim absolutists urge suppression of churches and minority sects, fostering a climate of rising intolerance. In India, Narendra Modi's radical supporters instigate communal riots and academic censorship in pursuit of their Hindu nationalist vision. Outbreaks of religious intolerance are usually assumed to be visceral and spontaneous. But in Hate Spin, Cherian George shows that they often involve sophisticated campaigns manufactured by political opportunists to mobilize supporters and marginalize opponents. Right-wing networks orchestrate the giving of offense and the taking of offense as instruments of identity politics, exploiting democratic space to promote agendas that undermine democratic values. George calls this strategy “hate spin”—a double-sided technique that combines hate speech (incitement through vilification) with manufactured offense-taking (the performing of righteous indignation). It is deployed in societies as diverse as Buddhist Myanmar and Orthodox Christian Russia. George looks at the world's three largest democracies, where intolerant groups within India's Hindu right, America's Christian right, and Indonesia's Muslim right are all accomplished users of hate spin. He also shows how the Internet and Google have opened up new opportunities for cross-border hate spin. George argues that governments must protect vulnerable communities by prohibiting calls to action that lead directly to discrimination and violence. But laws that try to protect believers' feelings against all provocative expression invariably backfire. They arm hate spin agents' offense-taking campaigns with legal ammunition. Anti-discrimination laws and a commitment to religious equality will protect communities more meaningfully than misguided attempts to insulate them from insult.

Even over these matters, though, Democratic and Republican senators tend to fight with each other. What explains this discord? Beyond Ideology argues that many partisan battles are rooted in competition for power rather than disagreement over the rightful role of government. The first book to systematically distinguish Senate disputes centering on ideological questions from the large proportion of them that do not, this volume foregrounds the role of power struggle in partisan conflict. Presidential leadership, for example, inherently polarizes legislators who can influence public opinion of the president and his party by how they handle his agenda. Senators also exploit good government measures and floor debate to embarrass opponents and burnish their own party’s image—even when the issues involved are broadly supported or low-stakes.
