Cities around the world are undergoing profound changes. In this global era, we live in a world of rising knowledge economies, digital technologies, and awareness of environmental issues. The so-called "modern infrastructural ideal" of spatially and socially ubiquitous centrally-governed infrastructures providing exclusive, homogeneous services over extensive areas, has been the standard of reference for the provision of basic essential services, such as water and energy supply. This book argues that, after decades of undisputed domination, this ideal is being increasingly questioned and that the network ideology that supports it may be waning. In order to begin exploring the highly diverse, fluid and unstable landscapes emerging beyond the networked city, this book identifies dynamics through which a ‘break’ with previous configurations has been operated, and new brittle zones of socio-technical controversy through which urban infrastructure (and its wider meaning) are being negotiated and fought over. It uncovers, across a diverse set of urban contexts, new ways in which processes of urbanization and infrastructure production are being combined with crucial sociopolitical implications: through shifting political economies of infrastructure which rework resource distribution and value creation; through new infrastructural spaces and territorialities which rebundle socio-technical systems for particular interests and claims; and through changing offsets between individual and collective appropriation, experience and mobilization of infrastructure. With contributions from leading authorities in the field and drawing on theoretical advances and original empirical material, this book is a major contribution to an ongoing infrastructural turn in urban studies, and will be of interest to all those concerned by the diverse forms and contested outcomes of contemporary urban change across North and South.

With Me++ the author of City of Bits and e-topia completes an informal trilogy examining the ramifications of information technology in everyday life. William Mitchell describes the transformation of wireless technology in the hundred years since Marconi—the scaling up of networks and the scaling down of the apparatus for transmission and reception. It is, he says, as if "Brobdingnag had been rebooted as Lilliput"; Marconi's massive mechanism of tower and kerosene engine has been replaced by a palm-size cellphone. If the operators of Marconi's invention can be seen as human appendages to an immobile machine, today's hand-held devices can be seen as extensions of the human body. This transformation has, in turn, changed our relationship with our surroundings and with each other. The cellphone calls from the collapsing World Trade Center towers and the hijacked jets on September 11 were testimony to the intensity of this new state of continuous electronic engagement. Thus, Mitchell proposes, the "trial separation" of bits (the elementary unit of information) and atoms (the elementary unit of matter) is over. With increasing frequency, events in physical space reflect events in cyberspace, and vice versa; digital information can, for example, direct the movement of an aircraft or a robot arm. In Me++ Mitchell examines the effects of wireless linkage, global interconnection, miniaturization, and portability on our bodies, our clothing, our architecture, our cities, and our uses of space and time. Computer viruses, cascading power outages, terrorist infiltration of transportation networks, and cellphone conversations in the streets are symptoms of a dramatic new urban condition—that of ubiquitous, inescapable network interconnectivity. He argues that a world governed less and less by boundaries and more and more by connections requires us to reimagine and reconstruct our environment and to reconsider the ethical foundations of design, engineering, and planning practice.

This report presents the outcomes of a survey project of the National Academy of Economic Strategy of the Chinese Academy of Social Sciences and the United Nations Human Settlements Programme. The project evaluated and ranked the competitiveness of 1,007 global cities, with a combined population of over 500,000, based on a number of selected indicators. The report provides an overview of the global urbanization pattern and areas of improvements in the selected cities. The outcomes of the project confirm that the formation and changes of global value chains have caused profound changes in economic structures in some countries and affected the development of cities in these countries, thereby reshaping the city planet. In addition to comparative analysis of competitiveness of cities, this report also sheds light on the global pattern and trends of economic and human development. It reveals four new findings regarding the development of cities around the world: First, over the past four decades, human societies are transitioning quickly from agricultural societies which are characterized by scattered settlements to industrial societies which are characterized by city clusters, interconnectivity, and resource sharing. The planet where we are living has become a city planet. Second, globalization and the advancements of smart and networking technologies have accelerated urbanization across the world in the past four decades. Third, cities are becoming increasingly metropolitan, interconnected, and smart. Fourth, sustainability scores of the selected global cities show olive-shaped distribution on the world map and sustainability performance of Asia cities has improved continuously.

While urban settlements are the drivers of the global economy and centres of learning, culture, and innovation and nations rely on competitive dynamic regions for their economic, social, and environmental objectives, urban centres and regions face a myriad of challenges that impact the ways in which people live and work, create wealth, and interact and connect with places. This book explores how conflicts around access to water shape cities, citizenship and infrastructures by tracing how water is commodified and controlled by the Public Enterprises of Medellín (EPM), one of the most successful publicly owned utility companies in the global South. Why are water inequalities dramatically increasing in Medellín, a city that is located in an area of bountiful water resources and owns a successful, established utility company? This book explains this paradoxical situation by weaving together two central threads. The first is a critical historical analysis of the political, economic and ecological conditions that enabled the city’s utility company to grow and expand internationally, and the second is a rich account of the everyday practices and struggles of residents in low-income areas to secure access to water and demand citizenship rights. The EPM is a case of global significance as the company continues to expand its commercial operations in the Latin American services market by taking over the utilities in Panama, El Salvador and Guatemala, Mexico and Chile. Although its successful international expansion has been a source of pride and admiration for many Colombians, the implementation of market-oriented operating principles in all activities of the utility company raises important and complex questions about its public character and responsibility in the provision of basic services, which has much wider implications given how it is poised to be a model for other for-profit municipal service operations in other Latin American countries. This book advances the empirical knowledge of corporatized utilities, with a globally significant case, as well as providing new theoretical insights with which to understand the limits, challenges and opportunities faced by public utility companies to provide affordable and equal access to water in cities.
