Moving beyond this, this book attacks the assumptions of the traditional concept and redefines the security dilemma in a way more useful for examining security policy. By exposing the historical and social contingency of the traditional concept, the book argues that the security dilemma is an important though not a permanently operating feature of international politics. An examination of US policy towards the Soviet Union demonstrates the limits of perceiving the Cold War and challenges the role that American security policy has played in the process of constructing a transatlantic security community.

This book examines the development of Timor-Leste’s foreign policy since achieving political independence in 2002. It considers the influence of Timor-Leste’s historical experiences with foreign intervention on how the small, new state has pursued security. The book argues that efforts to secure the Timorese state have been motivated by a desire to reduce foreign intervention and dependence upon other actors within the international community. Timor-Leste’s desire for ‘real’ independence — characterized by the absence of foreign interference — permeates all spheres of its international political, cultural and economic relations and foreign policy discourse. Securing the state entails projecting a legitimate identity in the international community to protect and guarantee political recognition of sovereign status, an imperative that gives rise to Timor-Leste’s aspirational foreign policy. The book examines Timor-Leste’s key bilateral and multilateral diplomatic relations, its engagement with the global normative order, and its place within the changing Asia-Pacific region.

This title was first published 2000: The book applies constructivist arguments about culture, norms and identity to explain the superpower negotiations that produced the INF Treaty. It contributes to the constructivist research program in two ways. First, it develops a speech act model of social interaction to illustrate constructivist arguments and second, it develops a constructivist theory of security dilemmas that suggests practical ways to resolve them. The substantive conclusion of the book is that the dominant understanding of the end of the Cold War (the buildup argument) is not correct as it advocates policies that tend to perpetuate conflicts. Instead this book argues that the 'new thinking' explanation is more coherent and suggests improved practical ways to resolve other security dilemmas.

Since 1990, more than 10 million people have been killed in the civil wars of failed states, and hundreds of millions more have been deprived of fundamental rights. The threat of terrorism has only heightened the problem posed by failed states. When States Fail is the first book to examine how and why states decay and what, if anything, can be done to prevent them from collapsing. It defines and categorizes strong, weak, failing, and collapsed nation-states according to political, social, and economic criteria. And it offers a comprehensive recipe for their reconstruction. The book comprises fourteen essays by leading scholars and practitioners who help structure this disparate field of research, provide useful empirical descriptions, and offer policy recommendations. Robert Rotberg's substantial opening chapter sets out a theory and taxonomy of state failure. Migration and especially irregular migration are politically sensitive and highly debated issues in the developed world, particularly in Europe. This book analyses irregular protection-seeking migration in Europe, with close attention to sub-Saharan migration into the EU, from the perspective of emancipatory security theory. Some individuals leave their countries because political, social, and economic structures largely fail to provide protection. This book examines how communities respond to migrants who seek protection and security, where migration is perceived as a source of insecurity by many in that community. The central aim of this critical analysis is to explore ideas and practices which can contribute to replacing the political structures of insecurity with emancipatory structures, where individuals (both irregular migrants and members of the receiving communities) enjoy security together, not opposed to each other. Drawing on the security dilemma, critical approaches to security, forced migration and trust, the book demonstrates how common life between two groups of individuals can be politically constructed, in tandem with limitations, risks, and possible handicaps of initiating such a construction in world politics.
