This title was first published 2000: The book applies constructivist arguments about culture, norms and identity to explain the superpower negotiations that produced the INF Treaty. It contributes to the constructivist research program in two ways. First, it develops a speech act model of social interaction to illustrate constructivist arguments and second, it develops a constructivist theory of security dilemmas that suggests practical ways to resolve them. The substantive conclusion of the book is that the dominant understanding of the end of the Cold War (the buildup argument) is not correct as it advocates policies that tend to perpetuate conflicts. Instead this book argues that the 'new thinking' explanation is more coherent and suggests improved practical ways to resolve other security dilemmas.

This book examines the development of Timor-Leste’s foreign policy since achieving political independence in 2002. It considers the influence of Timor-Leste’s historical experiences with foreign intervention on how the small, new state has pursued security. The book argues that efforts to secure the Timorese state have been motivated by a desire to reduce foreign intervention and dependence upon other actors within the international community. Timor-Leste’s desire for ‘real’ independence — characterized by the absence of foreign interference — permeates all spheres of its international political, cultural and economic relations and foreign policy discourse. Immigration phobia is a paradoxical global phenomenon: neither theories that link conflict to symbolic and realistic threats, nor the 'contact hypothesis' can systematically explain intense anti-migrant alarmism and exclusionism toward marginally small migrant minorities. Through a careful comparative study of immigration attitudes in the Russian Far East, the EU, and the United States, this book is the first to demonstrate that concerns about national identity and economic interests associated with migration are themselves ignited by a unique perceptual logic of the security dilemma. Regression analysis and case studies trace support for expulsion of migrants to human yearning for pre-emptive self-defense under uncertainty. Alarmism and hostility arise from ambiguities about immigration consequences and migrants' motivations. Framing migration as a national security problem is therefore logical, but counterproductive. The book instead recommends managing migration through economic incentives and new institutions at the global, national, and local level.

Mediation has become a common technique for terminating violent conflicts both within and between states; while mediation has a strong record in reducing hostilities, it is not without its own problems. In The Mediation Dilemma, Kyle Beardsley highlights its long-term limitations. The result of this oft-superficial approach to peacemaking, immediate and reassuring as it may be, is often a fragile peace. With the intervention of a third-party mediator, warring parties may formally agree to concessions that are insupportable in the long term and soon enough find themselves at odds again. Beardsley examines his argument empirically using two data sets and traces it through several historical cases: Henry Kissinger's and Jimmy Carter's initiatives in the Middle East, 1973–1979; Theodore Roosevelt's 1905 mediation in the Russo-Japanese War; and Carter’s attempt to mediate in the 1994 North Korean nuclear crisis. He also draws upon the lessons of the 1993 Arusha Accords, the 1993 Oslo Accords, Haiti in 1994, the 2002 Ceasefire Agreement in Sri Lanka, and the 2005 Memorandum of Understanding in Aceh. Beardsley concludes that a reliance on mediation risks a greater chance of conflict relapse in the future, whereas the rejection of mediation risks ongoing bloodshed as war continues. The trade-off between mediation’s short-term and long-term effects is stark when the third-party mediator adopts heavy-handed forms of leverage, and, Beardsley finds, multiple mediators and intergovernmental organizations also do relatively poorly in securing long-term peace. He finds that mediation has the greatest opportunity to foster both short-term and long-term peace when a single third party mediates among belligerents that can afford to wait for a self-enforcing arrangement to be reached.
