Im Rahmen ihrer wissenschaftlichen Studie untersuchen die Berliner Autorinnen Alexandra Rieg und Grit Tautenhahn die Zusammenh nge von Bildung f r nachhaltige Entwicklung, Lebenslangem Lernen und Qualit tssicherung im erwachsenenp dagogischen Kontext. Mit der Ausrufung der Dekade "Bildung f r nachhaltige Entwicklung" (2004 - 2015) durch die Vereinten Nationen kam dem Begriff der nachhaltigen Entwicklung auch im Bildungssektor eine gr ere Bedeutung zu. Im Rahmen der vorliegenden Studie wird das Konzept der nachhaltigen Entwicklung, als umfassendes Modernisierungskonzept f r das individuelle und gesellschaftliche Leben im 21. Jahrhundert, sowie die Entstehung des Konzepts der Bildung f r nachhaltige Entwicklung (BfnE) aufgezeigt. Da es im erwachsenenp dagogischen Diskurs noch keine intensivere Besch ftigung mit diesem neu formulierten Konzept gab, betrachten die Autorinnen, inwiefern die momentanen Konzeptionen zur BfnE anschlussf hig an bestehende erwachsenenp dagogische Konzepte erscheinen. Schnittmengen definieren die Autorinnen im konstruktivistischen Ansatz und vor allem im Konzept des Lebenslangen Lernens. In der weiterf hrenden Analyse verkn pfen sie den theoretischen Ansatz mit empirischen Ergebnissen und schlagen den Bogen hin zur institutionellen Ebene der Erwachsenenbildung, explizit zu ffentlich gef rderten Bildungseinrichtungen. Diese sehen sich heutzutage verst rkt mit dem Problem sinkender Subventionierungen konfrontiert und sind gezwungen, sich auf dem Bildungsmarkt neu zu positionieren. Um sich von anderen Anbietern abzuheben und den verantwortungsvollen Gebrauch ffentlicher Gelder nachzuweisen, finden G tesiegel und Qualit tsmanagement immer mehr Anwendung. In diesem Zusammenhang beurteilen die Autorinnen das Modell zur Lernerorientierten Qualit tsentwicklung (LQW) als besonders geeignet. Today we are seeing a new form of blended learning: not only is technology enhancing the learning environment but formal and informal learning are combining and there is self- and peer-assessment of results. Open learning cultures are challenging the old and long-practiced methods used by educators and transforming learning into a more student-driven and independent activity , which uses online tools such as blogs, wikis or podcasts to connect resources, students and teachers in a novel way. While in higher education institutions most assessments are still tied to formal learning scenarios, teachers are more and more bound to recognize their students’ informal learning processes and networks. This book will help teachers, lecturers and students to better understand how open learning landscapes work, how to define quality and create assessments in such environments, and how to apply these new measures. To this end, Ehlers first elaborates the technological background for more collaborative, distributed, informal, and self-guided learning. He covers the rise of social media for learning and shows how an architecture of participation can change learning activities. These new paradigms are then applied to learning and education to outline what open learning landscapes look like. Here he highlights the shift from knowledge transfer to competence development, the increase in lifelong learning, and the importance of informal learning, user generated content, and open educational resources. He then shows how to manage quality by presenting a step by step guide to developing customized quality concepts for open learning landscapes. Finally, several methods dealing with assessment in these new environments are presented, including guidelines, templates and use cases to exemplify the approaches. Overall, Ehlers argues for assessment as an integral part of learning processes, with quality assurance as a method of stimulating a quality culture and continuous quality development rather than as a simple controlling exercise.

Local political structure is far more important in Switzerland than in the centralized polities of most modern European countries, given the historically decentralized nature of the Swiss system (see Hass, J.K. 1999: 1067). “Thus the Swiss municipal organisation has proved to be extremely stable in comparison to other countries. They strongly vary in size and the majority are very small. Between 1848 and 1998 the number of municipalities was reduced only from 3204 to 2914 “(see Ladner, A. 1991: 5-6). In this paper, the focus will be on the local government in Switzerland. But before we come to this part, we think it is necessary to give an overall view of Switzerland in general and its political system. Here, we will also introduce the issue of direct democracy in Switzerland, as we think it is a characteristic political element within the Swiss democracy and also plays an important role on the communal and local level. Then we will describe the local level in detail. This will include a short summary about the development of the Swiss communes in history, the role of the communes given by the Swiss constitution, the structure and organization of communes and the responsibilities they have. Finally, we will comment our findings and draw conclusions about the grade of decentralization and what follows from this for the Swiss democracy.
