Since 2009, Boko Haram has waged a campaign of terror in Nigeria that has resulted in over 10,000 fatalities and threatens the security and stability of West Africa. Boko Haram has stated its objective as the creation of an Islamic State in Nigeria governed by a puritanical form of Salafist Islam. This research sought to discover whether Boko Haram could usurp the Nigerian Government's control over Northern Nigeria with their current strategy. By conducting a case study comparison between Boko Haram and a successful insurgency, the Algerian National Liberation Front, it was possible to answer the primary research question. Boko Haram can usurp the Nigerian Government's control over Northern Nigeria; however, it will only occur due to the Nigerian Government's lack of commitment to defeating Boko Haram. With their current strategy, Boko Haram is unable to generate the popular or external support needed to establish a legitimate source of power and influence in Northern Nigeria. Finally, this research identified how Boko Haram could improve their strategy and what the Nigerian Government should do to prevent Boko Haram from establishing control over Northern Nigeria. The sources for data collection in both phases will consist of academic journals and books that provided details regarding the history and activities of both insurgent groups. In phase two, it will also be necessary to examine Boko Haram's online video postings to popular sites such as www.youtube.com. Video postings on www.youtube.com will be useful as a data source to examine Boko Haram's use of video propaganda. Since the Algerian War ended in 1962, there are unlikely any relevant videos online to examine. Northern and central Nigeria are engulfed in a violent insurgency campaign waged by Jama'atu Ahlis Sunnah Lidda'awati w'al Jihad, a.k.a. 'Boko Haram', and more recently, its splinter group 'Ansaru'. From its inception an inward-looking, almost parochial, movement, Boko Haram, and even more so Ansaru, have now showed clear signs of regionalization, expanding their operations across West Africa and forging links with al-Qaeda affiliated groups. Boko Haram's stated aim is to Islamize Africa's most populous country but, like earlier Nigerian Islamist groups, of which there is a long tradition in the Sahel, the discontent prompting young Nigerians and other young West African Muslims to join the insurgency is rooted in more than just religious orthodoxy and cannot be disentangled from their economic, social and political marginalization. In spite of talks about dialogue and amnesty for those prepared to renounce violence, the Federal Government's response has been a militarized one, resulting in the largest deployment of the Nigerian armed forces since the end of the Civil War. But what is the real magnitude of the threat? What can foreign partners do to support Abuja? How effective is the current government's strategy in tackling the insurgency? The primary objective of this book is to understand the nature of the Boko Haram insurgency in northeast Nigeria. Boko Haram’s goal of an Islamic Caliphate, starting in the Borno State in the North East that will eventually cover the areas of the former Kanem-Borno Empire, is a rejection of the modern state system forced on it by the West. The central theme of this volume examines the relationship between the failure of the state-building project in Nigeria and the outbreak and nature of insurgency. At the heart of the Boko Haram phenomenon is a country racked with cleavages, making it hard for Nigeria to cohere as a modern state. Part I introduces this theme and places the Boko Haram insurgency in a historical context. There are, however, multiple cleavages in Nigeria ̶ ethnic, regional, cultural, and religious ̶ and Part II examines the different state-society dynamics fuelling the conflict. Political grievances are common to every society; however, what gives Boko Haram the space to express such grievances through violence? Importantly, this volume demonstrates that the insurgency is, in fact, a reflection of the hollowness within Nigeria’s overall security. Part III looks at the responses to Boko Haram by Nigeria, neighbouring states, and external actors. For Western actors, Boko Haram is seen as part of the "global war on terror" and the fact that it has pledged allegiance to ISIS encourages this framing. However, as the chapters here discuss, this is an over-simplification of Boko Haram and the West needs to address the multiple dimension of Boko Haram. This book explores the role of gender in influencing war-fighting actors’ strategies toward the attack or protection of civilians. Traditional narratives suggest that killing civilians intentionally in wars happens infrequently and that the perpetration of civilian targeting is limited to aberrant actors. Recently, scholars have shown that both state and non-state actors target civilians, even while explicitly deferring to the civilian immunity principle. This book fills a gap in the accounts of how civilian targeting happens and shows that these actors are in large part targeting women rather than some gender-neutral understanding of civilians. It presents a history of civilian victimization in wars and conflicts and then lays out a feminist theoretical approach to understanding civilian victimization. It explores the British Blockade of Germany in World War I, the Soviet ‘Rape of Berlin’ in World War II, the Rwandan genocide, and the contemporary conflict in northeast Nigeria. Across these case studies, the authors lay out that gender is key to how war-fighting actors understand both themselves and their opponents and therefore plays a role in shaping strategic and tactical choices. It makes the argument that seeing women in nationalist and war narratives is crucial to understanding when and how civilians come to be targeted in wars, and how that targeting can be reduced. This book will be of much interest to students of critical security, gender studies, war studies, and International Relations in general.

This book offers a detailed examination of the counter-insurgency operations undertaken by the Nigerian military against Boko Haram between 2011 and 2017. Based on extensive fieldwork conducted with military units in Nigeria, Counter-Insurgency in Nigeria has two main aims. First, it seeks to provide an understanding of the Nigerian military’s internal role – a role that today, as a result of internal threats, pivots towards counter-insurgency. The book illustrates how organizational culture, historical experience, institutions, and doctrine, are critical to understanding the Nigerian military and its attitudes and actions against the threat of civil disobedience, today and in the past. The second aim of the book is to examine the Nigerian military campaign against Boko Haram insurgents – specifically, plans and operations between June 2011 and April 2017. Within this second theme, emphasis is placed on the idea of battlefield innovation and the reorganization within the Nigerian military since 2013, as the Nigerian Army and Air Force recalibrated themselves for COIN warfare. A certain mystique has surrounded the technicalities of COIN operations by the Army against Boko Haram, and this book aims to disperse that veil of secrecy. Furthermore, the work’s analysis of the air force’s role in counter-insurgency is unprecedented within the literature on military warfare in Nigeria.
