'Is it fair for a judge to increase a defendant's prison time on the basis of an algorithmic score that predicts the likelihood that he will commit future crimes? Many states now say yes, even when the algorithms they use for this purpose have a high error rate, a secret design, and a demonstratable racial bias. The former federal judge Katherine Forrest, in her short but incisive When Machines Can Be Judge, Jury, and Executioner, says this is both unfair and irrational ...' See full reviewJed S RakoffUnited States District Judge for the Southern District of New YorkNew York Review of Books This book explores justice in the age of artificial intelligence. It argues that current AI tools used in connection with liberty decisions are based on utilitarian frameworks of justice and inconsistent with individual fairness reflected in the US Constitution and Declaration of Independence. It uses AI risk assessment tools and lethal autonomous weapons as examples of how AI influences liberty decisions. The algorithmic design of AI risk assessment tools can and does embed human biases. Designers and users of these AI tools have allowed some degree of compromise to exist between accuracy and individual fairness.Written by a former federal judge who lectures widely and frequently on AI and the justice system, this book is the first comprehensive presentation of the theoretical framework of AI tools in the criminal justice system and lethal autonomous weapons utilized in decision-making. The book then provides a comprehensive explanation as to why, tracing the evolution of the debate regarding racial and other biases embedded in such tools. No other book delves as comprehensively into the theory and practice of AI risk assessment tools.

It is well known that every animal species obeys Darwin's law of evolution, which requires permanent adaptation of animals to their environment. To be precise, every species except man, who behaves exactly contrariwise, adapting the workplace to himself in order to survive. For that he generally enjoys a particular gift of nature: intelligence. That reverse adaptation, which accumulated over centuries, led to what we call 'progress'. This was enhanced by the development of machines which began to be also intelligent and now compete fiercely with humans through the development of an 'artificial intelligence'.Some famous people in the world of science and technology recently sounded the alarm about the threats which these improvements are posing. They invoked a possible domination by the machines due to their uncontrolled superior intelligence, potentially leading us into a certain kind of slavery. In this book we take a look at this new challenge of the human brain versus the computer. The brain is a very complex organ and we are just beginning to understand how it works; many things remain mysterious and can lead to surprises. We will see how current investigations bring new information about this strange organ. We will also see how the 'artificial challenger' plans to win the battle, how computers are getting more and more powerful and subtle as the AI advances. Would a transfer of minds in a machine be possible? Would the computer be capable of a self, nonneuromorphic intelligence? These questions are now open.Who will win? We do not know yet. But it is certain that many things are going to change in our lives in the very near future.

This book records one of the continuous attempts of the IFIP Working Group 8. 2, studying the interaction of information systems and the organization, to explore and understand the shifting boundaries and dependencies between organizational activities and their computer support. The book marks the result of the IFIP WG 8. 2 conference on "Designing Ubiquitous Information Environments: Socio-Technical Issues and Challenges. " Since its inception in the late 1970s, IFIP WG 8. 2 has sought to understand how computer-based information systems interact and must be designed as an integrated part of the organizational design. At that time, information systems handled repetitive and remote back-office functions and the main concern was work task design for repetitive input tasks and the potential impact of improved information support on organizational decision-making and structure. The focus of the information system design shifted in the 1980s when computers became part of the furniture and moved into the office. Reflecting this significant change, IFIP WG 8. 2 in 1989 organized a conference dedicated to the design and impact of desktop technology in order to examine how organizational processes and the locus of action changed when the computer was moved into the office. Sixteen years later, we are experiencing another significant change. Computers are now becoming part of our body and sensory system and will move out of the traditional office locations and into the wilderness. Again, IFIP WG 8.
