Insecurity in the 21st century appears to come less from the collisions of powerful states than from the debris of imploding ones. Failed states present a variety of dangers: religious and ethnic violence; trafficking of drugs, weapons, blood diamonds, and humans; transnational crime and piracy; uncontrolled territory, borders, and waters; terrorist breeding grounds and sanctuaries; refugee overflows; communicable diseases; environmental degradation; and warlords and stateless armies. Regions with failed states are at risk of becoming failed regions, like the vast triangle from Sudan to the Congo to Sierra Leone. For security, material, and moral reasons, leading states cannot ignore failed ones. While no two failed states are alike, all typically suffer from cycles of violence, economic breakdown, and unfit government, rendering them unable to relieve the suffering of their people, much less empower them. This paper aims to improve the understanding and treatment of failed states by offering an integrated approach based on two ideas: that certain critical challenges at the intersections between security, economics, and politics must be met if the cycle is to be broken and that, in meeting those critical challenges, the guiding goal should be to lift local populations from the status of victims of failure to agents of recovery.

This book picks up where its predecessor, Somalia between Jihad and Restoration, left off, examining international efforts to stabilize war-torn Somalia. It analyzes major political events in Somalia in the years since 2006, examining opportunities for restoration of the country based on the United Nations-backed plan known as the "Roadmap for the End of the Transition," improved security conditions, and international economics and financial support. The author notes that the time of transition may be over, according to the timetable of the United Nations, but it is clear that the work of transformation is just beginning. In considering whether political and social chaos in Somalia is ending, Shay sees two possible futures. One possibility is the establishment of a reform government that unifies Somali society; another is continued strife that accelerates Somalia's descent into the endless violence of a failed state. Shay believes the international approach to Somalia requires a thorough reassessment. He argues it has been limited to two Western priorities-terrorism and piracy-while largely ignoring domestic issues of critical concern to Somalis. As a result, many Somalis have come to view those participating in the international effort as a foreign occupation.

The story of Africa is a ghost story with two plots. One is foreign or imported and the other indigenous or local. The foreign plot has its origin in colonial history. The indigenous plot is African in origin. But both plots end in the same place: African trauma and culture complex. These narratives create in modern Africa a splintered consciousness and the political and economic conditions that lead to physical and psychological violence. Unmasking the African Ghost is both a theological exploration of the reasons the political and economic systems in African countries have failed and a proposal for the paths toward recovery, anchored in the belief that Africa is a continent continuously trying to redefine its identity in the face of Eurocentrism. For the church in Africa to be a church at the service of its people, theology in Africa must take misery and oppression as the context for its reflections and its reconstruction of the social order. An African solution to African problems must be able to meet the needs of the time. It must look to the African past to draw from its riches--particularly the African sociopolitical ethic of ubuntu. It must also look ahead and draw from the best available sociopolitical system of modern states: liberal democracy. A hybrid of these two yields ubuntucracy. Ubuntucracy removes the ghosts of both Africa and its Western colonizers and begins a new story that can help Africa survive its double bind.
