This book provides the first detailed analysis of how interactions between government policy and Fleet Street affected the political coverage of the Greek civil war, one of the first major confrontations of the Cold War. During this period the exponential growth of media influence was an immensely potent weapon of psychological warfare. Throughout the 1940s the press maintained its position as the most powerful medium and its influence remained unchallenged. The documentary record shows that a British media consensus was more fabricated than spontaneous, and the tools of media persuasion and manipulation were extremely important in building acceptance for British foreign policy. Gioula Koutsopanagou examines how this media consensus was influenced and molded by the British government and how Foreign Office channels were key to molding public attitudes to British foreign policy. These channels included system of briefings given by the News Department to the diplomatic correspondents, and the contacts between embassies and the British foreign correspondents.

This book opens new perspectives into the Cold War ideological confrontations. Using Austria and Finland as an example, it shows how the Cold War battles for the hearts and minds of the people also influenced policies in countries that wished to stay outside the conflict. Following the model of older European neutrals, Austria and Finland sought to combine neutrality with democracy. The combination was eagerly challenged by ideological Cold Warriors on both sides of the divide and questioned at home too. Was neutrality risking the neutrals’ commitment to democracy, or did the commitment to the western type of democracy threaten their commitment to neutrality? Confronting these doubts grew into an organic part of practicing neutrality in the Cold War world. The neutrals needed to be exceptionally clear regarding the ideological foundations of their neutrality. Successful neutrality required a great deal of conceptual consistence and domestic unanimity. None of this was pre-given in Austria or Finland. However, in the model of Switzerland and Sweden, (armed) neutrality was systematically integrated with the official state ideology and promoted as a part of national identity. Legacies of these policies outlived the end of the Cold War.

The damage that has been done to the transatlantic alliance will not be repaired through grand architectural redesigns or radical new agendas. Instead, the transatlantic partners need to restore their consensus and cooperation on key security challenges with a limited agenda that reflects the essential conservatism of the transatlantic partnership during the Cold War and the 1990s. There will inevitably be big challenges, such as the rise of China, where transatlantic disparities in strategic means and commitments preclude any common alliance undertaking. Yet such limits are nothing new. The absence of a common transatlantic commitment to counter-insurgency in Iraq may cause resentments, but so too did the lack of a common commitment to counter-insurgency in Vietnam. This Adelphi Paper suggests ten propositions for future transatlantic consensus – that is to say, ten security challenges for which the allies should be able to agree on common strategies. These run the gamut from an effective strategy to prevent Iran from developing a nuclear weapons capability to transatlantic leadership for international cooperation against global warming. If pursued with seriousness and a reasonable degree of transatlantic unity, these propositions could constitute the foundations of an effective partnership. They are, in the authors’ view, the basis for a consensus on the most pressing security challenges of the twenty-first century. The time is right for this kind of serious rededication to alliance purposes. There has already been some effort to repair the damage; moreover, new leaders are in place or coming to the countries that were major protagonists of the transatlantic crisis: Germany, France, Britain and, in 2009, the United States. It is possible that these four new leaders will be better able to put the disputes of the recent past behind them. This extended essay is a guide to the possibilities, and also the limits, of a new start.

The volume closes with chapters drawing lessons from the end of the Cold War for both policy making and theory building.
