They work tirelessly, collecting invaluable data in the field under conditions that are always challenging, and at times dangerous. And yet, their voices are unheard, and their names go unacknowledged in published research. Such is the lot of far too many research assistants from the Global South – people upon whose work an entire industry of knowledge production has been built. They are shut out of discussions on project design and left in the dark about the modalities of research funding. Later, the results of their research are published in journals to which they often have no access. Much of this is due to a certain omertà surrounding power imbalances, as well as research assistants' working conditions, financial difficulties, psychological traumas, and vulnerabilities. It also stems from the persistence of colonial mentalities in the research world – within universities, governments, foundations, aid institutions, and NGO’s. The Bukavu Series is a vibrant blog series about the experiences of research assistants in the Global South. Driven primarily by these silent voices, the series yields a mosaic depiction of fieldwork that mixes humor, realism, and incisive critique. The concept of 'hybridity' is often still poorly theorized and problematically applied by peace and development scholars and researchers of resource governance. This book turns to a particular ethnographic reading of Michel Foucault's Governmentality and investigates its usefulness to study precisely those mechanisms, processes and practices that hybridity once promised to clarify. Claim-making to land and authority in a post-conflict environment is the empirical grist supporting this exploration of governmentality. Specifically in the periphery of Bukavu. This focus is relevant as urban land is increasingly becoming scarce in rapidly expanding cities of eastern Congo, primarily due to internal rural-to-urban migration as a result of regional insecurity. The governance of urban land is also important analytically as land governance and state authority in Africa are believed to be closely linked and co-evolve. An ethnographic reading of governmentality enables researchers to study hybridization without biasing analysis towards hierarchical dualities. Additionally, a better understanding of hybridization in the claim-making practices may contribute to improved government intervention and development assistance in Bukavu and elsewhere.

The Democratic Republic of Congo (DRC) has enormous economic potential thanks to its rich mineral deposits and vast tracts of arable land. Historically, these resources have been exploited by predatory leaders and a host of subregional actors. The time is now ripe for DRC to put years of war and economic underdevelopment behind it. The business community has an important part to play in promoting sustainable peace in the DRC. Business communities in Bukavu and Lubumbashi have managed to remain profitable in very trying years following the signing of the 1999 Lusaka peace accord by showing great resilience and versatility, primarily outside formal channels. Congolese businesses face serious obstacles, including poor infrastructure, high taxes, extortion, and market distortions. However, respondents expressed relatively little concern about insecurity and violence, suggesting that these costs have been internalized or that other obstacles impose much greater costs. DRC businesses neither want nor expect handouts. Respondents would prefer assistance in removing barriers to trade, improving infrastructure, and reducing corruption. Respondents are broadly optimistic about the future and their economic prospects, and have a strong sense of being stakeholders in shaping society. This bodes well for the future of the DRC, provided public policy can harness this energy and not impede it.
