Since its foundation, the Bolivarian Alliance for the Americas (ALBA) has defined itself as a Latin American alternative that fights for the self-determination and sovereignty of the peoples of the region, in particular, in response to what its members term the "imperialist policies" of the United States. ALBA has promoted a different kind of Alliance in Latin America and today, six years on from the signing of the Agreement between the Presidents of Venezuela and Cuba for the application of ALBA, there is no denying that it plays an important role in the decisions and positions taken in relation to the Latin American and Caribbean agenda. This book seeks to enrich the regional debates on issues relating to regional integration, agreement and political interlocution, and the way in which these are manifested through ALBA. This book proposes a renewal of 'Open Regionalism' in Latin America and the Caribbean (LAC) aimed at achieving the region's goals of high growth with stability. The LAC region experienced a growth spurt with equity during the first decade of the 21st Century. It is well understood that an unsustainable demand boom fueled by terms-of-trade improvements drove this growth acceleration episode, especially in South America. Unfortunately, terms of trade are no longer fueling growth, and the region’s policymakers are in search of new sources of growth with stability. With the experience of East Asia and the Pacific in mind, many policymakers in LAC are looking to international economic ties as a potential source of stable growth. The challenge highlighted in this book lies in designing an integration agenda comprising trade and factor market integration that is conducive to region-wide efficiency gains, which can help LAC enhance its global competitiveness. The forces of geography imply that pro-growth global integration cannot be achieved without building a strong neighborhood. Thus, this volume argues that LAC's regional economic integration agenda needs to go well beyond the current spaghetti bowl of preferential trading arrangements.

In this sequel to A Critique of Modernity, Alain Touraine questions the social and cultural content of democracy today. At a time when state power is being increasingly eroded by the economic might of transnational capital, what possible value can we ascribe to a democratic idea that is defined merely as a set of guarantees against the totalitarian state?If democracy is to survive in the postcommunist world, Touraine argues, it must accomplish two urgent goals: It must somehow protect the power of the nation-state at the same time as it limits that power (for only the state has sufficient means to counterbalance the global corporate wielders of money and information); and it must reconcile social diversity with social unity and individual liberty with integration.This is not merely a philosophical problem but a dilemma whose resolution will dramatically affect the immediate future of people everywhere. If we want a resolution in democracy's favor, then it is time, in Touraine's view, for us to redefine democracy in terms of active intervention rather than mere passive institution.
