Cannabis Coffeeshop Journal 2017 rolls up a crop of writing, carefully defocused through a lens pointed at cannabis coffeeshops in Amsterdam, and cannabis culture worldwide. The shorter pieces are paraphrased from published news items in the Netherlands. The writings gloss social, scientific, political and psychological perspectives on cannabis mixed with some light hearted tips and useful advice. Presenting comparisons between some cannabis tolerant states and municipalities. Highlighting local and international developments with a focus on production, transport and distribution regulations from different regions. There are millions of rave reviews about cannabis increasing appreciation and depth perception of art, among other positive attributes. Synesthesia, or sense of mixing between music and painting, dance, film, food and literature are experiences often reported cannabis consumers. I hope these writings produce a similar meeting of the senses. For the most part the writings were created in 2017. Some pieces may seem like they were written while high, which is true, but please let me explain something that author Robert Anton Wilson taught with regards to writing while inebriated with cannabis. He would advise...first write it out while stoned, next sober up and write it out straight. Repeat. In a similar fashion he would add, edit the work stoned, and edit the work straight, also repeat this process. Wilson proposed, and I can second this technique for creating a healthy balance of mind, and a unity in opposites subtle forces dancing across the page. I am eternally grateful and fortunate to have experienced life in Amsterdam, and America, around coffeeshops and creative cannabis culture. For many people Amsterdam is a highly sought after city to live, and to work in a cannabis coffeeshop here is a sought after job. Although the comments 'Man, you've got the best job in the world" became tiresome after 8 years on minimum wage, under maximum capacity. It's not an easy job by any means, a busy coffeeshop requires extra patience from staff and diligent management. Criticism within these writings are cast in hope that new dialogue can be ignited, and some other voices can be heard in the drugs debate and the coffeeshop debate here in Holland, and further across the world to meet with the emerging cannabis friendly territories of 2018. Please keep in mind what Marc Emery has said, and many other cannabis advocates in Canada echo, that the new laws that will enable some people to consume cannabis are in effect recriminalizing cannabis. Creating more laws and regulations than there currently exist on the law books, and handing the means to production, transport, and distribution to the centralized state controlled government authority, otherwise called a state monopoly. It remains to be seen how the Canadian government will handle the re-criminalization of cannabis in 2018 and how other nations will choose to adopt the only decision that makes sense, economically, socially, psychologically, medically. Free the weed! I hope you can forgive any errors and allow me some flights of imagination now and then to help counterbalance the somber tone of the news. Thanks to Dutchnews.nl, New Scientist, De Geldlander, Leafly, AT5, NL Times, Expatnews, Associated Press, CNNBS, Parool, The Financial Times, University Of Dallas Texas, Google News Services and Google Translate for assistance in my research. Now, light up, lighten up, kick back and get a roll of this. -Steven Pratt. Amsterdam, 20/09/2017.

As cannabis legalization reforms are underway, there is some concern that non-profit, ‘middle ground’ options may remain under-researched and thus less visible. This book offers an in-depth account of one of the possible ‘middle ground’ models for the supply of cannabis: the Cannabis Social Club. Cannabis Social Clubs (CSCs) are typically formal, non-profit associations of adult cannabis users who produce and distribute that substance close to or at cost price among themselves. They constitute an user-driven model for the supply of cannabis. In most jurisdictions, CSCs remain a grass roots, unregulated initiative of groups of users, but the model has been legalized in Uruguay and Malta, and it has featured recent debates and legislative proposals in other countries. This book brings together contributions from internationally respected scholars, drawing on case studies, empirical findings and policy reflections, from a range of countries (such as Belgium, Canada, New Zealand, Spain, Uruguay, USA), and a consideration of the CSC model from different disciplinary backgrounds. Part one provides detailed analysis of where and how CSCs have been operating, and a critical analysis of their key features and relationship with institutional actors. Part two discusses several policy outcomes and proposes a design of a regulatory market, as well as considering whether the CSC model might be suited for adaptation to the supply of other substances. The Cannabis Social Club is important reading for academics in the fields of drug policy analysis, criminology, economics, policy studies and anthropology. It will also be of interest to policy makers, journalists, law-enforcement personnel.

A 5-year investigation of the implementation of the world’s first fully regulated cannabis market for pleasure in Colorado Kind words for Regulating Cannabis "This book clearly demonstrates authority in the field of international drug policy and draws predominantly on the latest evidence in doing so. It is a substantial contribution to an emerging policy issue with a plethora of new knowledge displayed throughout. Overall, I found this to be a vital addition to the canon of knowledge regarding cannabis policy change" Dr Mark Monaghan Head of the Department of Social Policy, Sociology and Criminology University of Birmingham “The author has broadened the understanding of cannabis regulation when it comes to conflicts between consumer protection, private profit, and public health. He has successfully applied and enriched several theoretical concepts in the context of cannabis legalization, especially when it comes to ‘the elephant in the room’ - the wellness potential of cannabis on legal markets” Vendula Belackova, PhD Drug Policy Researcher & Adjunct Senior Lecturer at the Social Policy Research Centre, University of New South Wales Contents at a glance At a time when cannabis legalisation is spreading across an increasing number of jurisdictions globally, this book cuts across the noise and presents a factual account of issues faced by regulators in the real-world context of Colorado. It can be read as an evidence-based handbook for regulators and should be a first port of call for anyone interested in the legalisation of cannabis. In January 2014, Colorado implemented a commercial cannabis market for pleasure - the first jurisdiction globally to implement a regulated, adult-use cannabis supply chain from seed-to-sale. It was reported as an historic occasion that presaged a grand social and economic experiment in drug legalisation. Including analysis of hundreds of pages of government documents, almost 1000 media articles, and interviews in the field with over 30 senior government officials, industry executives, and front-line public health representatives, this book is the definitive account of real-world cannabis policy implementation. The cannabis academic public health literature is examined prodigiously including its potential for harm and benefit together with alternative regulatory approaches. The book also features a number of papers published in academic journals based on the PhD research of the author. The commodification of cannabis vs the craft approach together with the entanglement of the medical and recreational markets are two of many topical themes discussed in detail. Multiple recommendations relevant for other jurisdictions considering the legalisation of cannabis are presented. Recognising the limitations of harm reduction approaches that cannot conceptually conceive beneficial aspects of cannabis consumption, a new framework, the spectrum of wellness is proposed as an alternative in Appendix 1 of the book.

From the local to the global, the governance of illegal drug use is becoming increasingly fragmented. In some contexts, prohibitive regimes are being transformed or replaced, while in others there are renewed commitments to criminalized control. But what gives rise to convergence and divergence in processes of policy making, both across different countries as well as within them? Based upon empirical qualitative research with ‘elite’ insiders, David Brewster explores a diverse range of cannabis policy approaches across the globe. His original analysis reveals the factors which facilitate or hinder punitive or liberalising tendencies in cannabis policy processes, concluding with future directions for policy making and comparative criminology.

Coffeeshops are the most famous example of Dutch tolerance. But in fact, these cannabis distributors are highly regulated. Coffeeshops are permitted to break the law, but not the rules. On the premises, there cannot be minors, hard drugs or more than 500 grams. Nor can a coffeeshop advertise, cause nuisance or sell over five grams to a person in a day. These rules are enforced by surprise police checks, with violation punishable by closure. In Grey Area, Scott Jacques examines the regulations with a huge stash of data, which he collected during two years of fieldwork in Amsterdam. How do coffeeshop owners and staff obey the rules? How are the rules broken? Why so? To what effect? The stories and statistics show that order in the midst of smoke is key to Dutch drug policy, vaporising the idea that prohibition is better than regulation. Grey Area is a timely contribution in light of the blazing reform to cannabis policy worldwide. Praise for Grey Area ‘This book is original and highly topical. Logical and well structured, the discussion is firmly located in a large body of contemporary theory. The writing style is conversational, open and accessible. The quality, amount and depth of the empirical work that Jacques has undertaken made me feel that I was there, visiting the coffeeshops with him. Rarely have I seen something as careful and detailed as this work.’ Ronald V. Clarke, Rutgers University, USA 'This book examines the intricacies of operating between law and rules in Amsterdam coffeeshops. Based on an extensive fieldwork, it is arguably the most comprehensive criminological analysis of the issue to date. This is an important work, from an excellent writer, that I warmly recommend to both students and researchers.’ Kim Møller, Malmö University, Sweden

This book demonstrates how culture matters for the understanding of cannabis use. It stems from the growing body of research on how users manoeuvre stigmatisation and celebrate the subcultural status of cannabis amid rapid transformation of the substance and its societal reception. The volume presents international studies that challenge the normalisation thesis and simplified views on patterns of use, as well as the Western bias in social research of cannabis. Chapters in this book map the variability of cannabis cultures and markets on a global scale including digital, regulated and illicit markets in transformation. They study cannabis through stigmatisation, gender, social worlds, symbolic boundaries, subcultures, and identity work. The chapters address diverse themes, such as how Latvian, Polish, Nigerian or Mexican users negotiate mainstream conservative, and sometimes gendered societal reactions to cannabis - and how Nordic users’ identities are played out in more progressive contexts. Chapters also cover cannabis use by older people and small growers’ cultures in the US and the interconnections between the established cultures and their digital augmentation in Australia. Synthetic cannabis use is studied in New Zealand and the many contradictions of contemporary cannabis policies are highlighted throughout. Taken together, this book offers an assortment of studies that provide a descriptive and conceptual snapshot of ongoing transitions of paradoxically stable cannabis cultures. It was originally published as a special issue of Drugs: Education, Prevention and Policy.

With the legalization of recreational cannabis markets in Uruguay, Canada, and several U.S. states, a breakthrough in conventional cannabis policy is emerging. But legalization is not a binary choice between prohibition and some regulated commercial model (like alcohol). A commercial market is just one of many ways to implement legalizationand moving directly from prohibition to commercial legalization leaps from one extreme to the other. Tom Decorte, a criminologist and anthropologist at Ghent University (Belgium), who has published numerous articles on substance use, cannabis markets, and local drug monitoring systems, argues that most of us are bypassing other, safer forms of legalization, including the nonprofit model. He explores topics such as: Why we need to consider regulation of cannabis markets. How local authorities and grassroots movements are advocating change. How to best design and implement approaches to legalization. Join the author as he examines international regulatory controls over cannabis possession, use, and cultivationas well as a framework for regulating the cannabis market via a nonprofit corporate model that promotes public health and safety over profits
