El problema de la reducida dimensión del sector cooperativo agrario en La U.E. y en particular en España, es una evidencia contrastada que hace que la concentración de la oferta a través de procesos de integración empresarial sea un factor clave para el sector. Esto sitúa a las cooperativas españolas en inferioridad de condiciones a la hora de concentrar producción, abordar nuevos proyectos de inversión, conseguir economías de escala, y en definitiva disponer de una adecuada capacidad de negociación frente a la cada vez más acusada concentración empresarial de la distribución. Las cooperativas agrarias no han sido ajenas a este fenómeno de concentración, a través de fusiones, creación de grupos cooperativos la integración en cooperativas de segundo grado, siendo el proceso de fusión una de las fórmulas de integración que ha ido adquiriendo una mayor relevancia. Sin embargo, no existe ningún trabajo con evidencia empírica que caracterice la forma en que se están llevando a cabo estos procesos, ni que establezca si éstos consiguen lograr los efectos esperados, en el ámbito de mejorar su situación económica-financiera, reducir sus costes medios y en definitiva incrementar su rentabilidad. El presente trabajo surge para dar cumplimiento a este fin.

Many transport economists have for some time proposed marginal social cost as the principle on which prices in the transport sector should be based and, in recent years, their prescription has come to be taken more and more seriously by policy-makers. However, in order to properly test the possible implications of implementing pricing based on marginal social cost and, ultimately, to introduce such a system, it is necessary to actually measure the marginal social costs concerned, and how they vary according to mode, time and context. This book reviews the transport pricing policy debate and reports on the significant advances made in measuring the marginal social costs of transport, particularly through UNITE and other European research projects. We look in turn at infrastructure, operating costs, user costs (both of congestion and of charges in frequency of scheduled transport services) accidents and environmental costs, and how these estimates have been used to examine the impact of marginal cost pricing in transport. We finish by examining how the results of case studies might be generalised to obtain estimates of marginal social costs for all circumstances and, finally, presenting our conclusions.
