Current data indicates that Career Technical Education (CTE) graduates with high school diplomas or postsecondary skills are preparing for careers in fields that are growing or in high-demand. Matching employability skills with workforce demand has been an issue among industries across the nation. CTE provides relevant academic and technical coursework leading to industry-recognized credentials for secondary, postsecondary, and adult learners. Further, CTE affords students the opportunity to gain the knowledge, skills, and credentials needed to secure careers in growing, high-demand fields. The National Career Clusters[TM] Framework provides a vital structure for organizing and delivering quality CTE programs through comprehensive programs of study. In total, there are 16 Career Clusters[TM] in the Framework, representing more than 79 Career Pathways to help students navigate their way to greater success in college and career. Based on research that analyzes market needs in relation to the 16 Career Clusters[TM], the lists presented in this paper identify the Career Clusters[TM] that are expected to experience the fastest growth by 2018, and the Career Clusters[TM] projected to have the largest total employment by 2018. Many CTE programs maintain alignment of their courses to labor market demands by staying attuned to the needs of local businesses and industries. CTE helps students attain high-demand skills, preparing them for postsecondary education and increasing their future labor market competitiveness. Labor market projections, such as those shown in this brief, can aid CTE educators and other stakeholders as they work to prepare students for postsecondary education and careers. Career technical education (CTE) programs at community colleges are increasingly seen as an attractive alternative to four-year colleges, yet little systematic evidence exists on the returns to specific certificates and degrees. We estimate returns to CTE programs using administrative data from the California Community College system linked to earnings records. We employ estimation approaches including individual fixed effects and individual-specific trends, and find average returns to CTE certificate and degrees that range from 14 to 45 percent. The largest returns are for programs in the healthcare sector; estimated returns in non-health related programs range from 15 to 23 percent.

This book addresses the question of how to build and upgrade job relevant skills. Specifically, the authors focus on three types of training programs relevant for individuals who are leaving formal general schooling or are already in the labor market: pre-employment technical and vocational education and training (TVET); on-the-job training (OJT); and training-related active labor market programs (ALMPs). ALMPs are usually of shorter duration and target individuals who are seeking a second chance and who do not have access to TVET or OJT; these are often low-skilled unemployed or informal workers. Contrary to training-related ALMPs, pre-employment TVET is usually offered within the formal schooling track and tends to be administered by the ministries of education. The book discusses the main justifications for these programs and how they relate to market failures that can lead to underinvestment in training and misalignment between supply and demand for skills. Unfortunately, governments are also prone to failure and many of the programs that countries have adopted today are part of the problem and not the solution. This book proposes options to improve the design and implementation of current skills development systems. Clearly, the authors cannot cover all issues in detail. Training methods among TVET, OJT, and ALMP programs are quite different, ranging from classroom instruction, laboratory research, TVET workshops, and apprenticeship arrangements and internships in firms. All have different challenges and specificities. The report highlights the most important design features of the different programs and points to the main knowledge gaps and areas for future research and analysis. The book is organized into five chapters. Following this overview, chapter two introduces the policy framework that guides the analysis in the book. This framework describes the main market and government failures that require attention and identifies potential interventions to address them. Chapter's three to five then discuss the main challenges facing, respectively, TVET, OJT, and training-related ALMP programs and outlines recommendations to address them. The rest of this overview summarizes the main messages from each of the chapters and in the last section outlines the main knowledge gaps and proposes an agenda for future research and policy analysis.

In Indonesia, the past two decades have been a time of great progress but also massive transformations and abrupt setbacks. In this context, this book reviews the main characteristics of - and trends in - demand for skills in Indonesia. It seeks to document the existence of a possible skills mismatch between employer demands and the available supply, the contribution of the education and training sector to this mismatch, and possible measures to improve the education and training system's responsiveness to what the labor market and the economy need. In today's job market in Indonesia, there appears to be a premium on theoretical and practical knowledge of the job. While skills do not appear to be yet among the most important constraints for the economy, the situation is different for larger more export-oriented manufacturing firms. Subjective assessments of difficulties of matching needs with available skills provide evidence that skills are becoming an issue overall in Indonesia. The widest gaps across professional profiles are for English and computer skills followed by thinking and behavioral skills. Theoretical and practical knowledge of the job are also considered to be weak. There are important gaps in creativity, computing and some technical skills for young workers. English remains the largest gap. Five general skill related priorities can be highlighted for Indonesia. First, the country needs to improve skill measurement to get a fuller understanding of skill needs and gaps. Second, it is urgent for Indonesia to address the still unsatisfactory quality and relevance of its formal education, including higher education. Third, the country needs to set-up multiple pathways for skill development. Fourth, the country needs to develop an integrated approach to tackle skill development for youth. Fifth, Indonesia should also tackle labor market constraints which affect the skill matching process.

Across the 50 states, career and technical education (CTE) programs at the K-12 and postsecondary levels have seen enormous policy action - 2013 alone saw at least 78 substantive policy changes via legislation, state board rules and executive orders specific to CTE and workforce development. What are the drivers behind this sudden policymaker interest? The preambles to and legislative findings in numerous enacted 2013 bills echo a similar refrain: High-skilled workers are necessary for states to compete in a global economy. States must produce greater numbers of individuals holding industry recognized certificates to fill labor market gaps, including in high-wage, high-demand jobs. And governors in many states have made clear that CTE and workforce development remain top priorities in 2014. This year, State of the State addresses in 18 states and the District of Columbia included proposed initiatives or budget increases to expand or enhance the quality of career counseling, CTE and/or workforce development programs. This issue of The Progress of Education Reform explores recent policy trends intended to expand the number of skilled workers trained to fill high-need labor market shortages including: (1) Formalizing avenues for business and industry to inform CTE offerings; (2) Blending high school and postsecondary learning opportunities; (3) Incentivizing completion of industry certifications and credentials; and (4) Expanding opportunities for internships and apprenticeships.

In February 1979, I wrote to the Alfred P. Sloan Foundation seeking sup port for the Aspen Institute for Humanistic Studies to embark on a policy oriented program in vocational education. The reason for the request, which was generously granted by the foundation, was stated as follows: The federal program on vocational education dates from World War I. Impor tant changes were made in later legislation in 1963 and 1976, affecting the pro grams conducted by the Department of Health, Education and Welfare. The recently enacted Comprehensive Employment and Training Act (CETA) of the Department of Labor has brought large federal support to efforts to reduce unemployment, especially for youth, by providing preparatory training. It may be an understatement to report that the programs of these two government departments have lacked adequate coordination in Washington or in the field. Certainly there is a long way to go in improving both policy and program, and an opportunity presents itself in preparing the policies to be proposed to the Con gress when the vocational education program next comes up for reconsideration in 1980 and 1981. Responsibility for preparing the administration's position and recom mendations lies with the Deputy Assistant Secretary for Planning and Evaluation of HEW, Michael O'Keefe.
