As long as there have been formal governments, there has been political contention, an interaction between ruler and subjects involving claims and counterclaims, compliance or resistance, cooperation, resignation, condescension, and resentment. Where political studies tend to focus on either those who rule or those who are ruled, the essays in this volume call our attention to the interaction between these forces at the very heart of contentious politics. Written by prominent scholars of political and social history, these essays introduce us to a variety of political actors: peasants and workers, tax resisters and religious visionaries, bandits and revolutionaries. From Brazil to Beijing, from the late Middle Ages to the present, all were or are challenging authority. The authors take a distinctly historical approach to their subject, writing both of specific circumstances and of larger processes. While tracing their origins to the social history and structural sociology approaches of the sixties and seventies, the contributors have also profited from subsequent critiques of these approaches. Taken together, their essays demonstrate that the relationship between mobilization for collective action and identity formation is a perennial problem for protest groups -- a problem that the historical study of contentious politics, with its focus on political interaction, can do much to explain.

Sovereignty-the authority of a state to wield ultimate power over its territory, its citizens, its institutions-is everywhere undergoing change as states respond in various ways to the challenges posed, from above and below. "Above" the state is the widening net of international institutions and treaties dealing with human rights, trade, investment, and monetary affairs; and "below" it are rising claims within states from long-resident groups discontented with the political order and from new migrants testing its authority. Sovereignty under Challenge deals with a range of such challenges and responses, analyzed in authoritative studies by leading scholars. The introductory chapter sets forth the theme that sovereignty is asserted clearly, but often unpredictably, when governments respond to challenge. It suggests ways of classifying these responses as variables that help explain the changing nature of sovereignty. Part 1, "The Citizen and the State," treats the rising tide of dual citizenship and the concerns this arouses in the United States; the work of national human rights commissions in Asia; and the challenge posed to the state by the Falungong movement in China. Economic development and urban growth are the contested grounds of urban politics. Business elites and politicians tend to forge "pro-growth" coalitions centered around downtown development while progressive and neighborhood activists counter with a more balanced approach that features a strong neighborhood component. Urban politics is often shaped by this conflict, which has intellectual as well as practical dimensions. In some cities, neighborhood interests have triumphed; in others, the pro-growth agenda has prevailed. In this illuminating comparative study, Barbara Ferman demonstrates why neighborhood challenges to pro-growth politics were much more successful in Pittsburgh than they were in Chicago. Operating largely in the civic arena, Pittsburgh's neighborhood groups encountered a political culture and institutional structure conducive to empowering neighborhood progressivism in housing and economic development policymaking. In contrast, the pro-growth agenda in Chicago was challenged in the electoral arena, which was dominated by machine, ward-based politicians who regarded any independent neighborhood organizing as a threat. Consequently, neighborhood demands for policymaking input were usually thwarted. Besides revealing why the development policies of two important American cities diverged, Ferman's unique comparative approach to this issue significantly expands the scope of urban analysis. Among other things, it provides the first serious study to incorporate the civic sector-neighborhood politics-as an important component of urban regimes. Ferman also emphasizes institutional and cultural factors-often ignored or relegated to residual roles in other studies-and expounds on their influence in shaping local politics and policy. To add an analytical and normative dimension to urban analysis, she focuses on the "non-elite" actors, not just the economic and political elites who compose governing coalitions. Ultimately, Ferman takes a more holistic and balanced view of large cities than is typical for urban studies as she argues that neighborhoods are an important, integral part of what cities are and can be. For that reason especially, her work will have a profound impact upon our understanding of urban politics.
