Crossing disciplinary boundaries, this volume by Özerdem and Roberts conceptualizes the challenges of developing sustainable agriculture in post-conflict environments as well as identifying the policies and practical solutions to achieve sustainable agricultural production which is central to the survival of humanity. Without sustainable agriculture, populations remain vulnerable increasing the likelihood of a return to conflict. Therefore, sustainable agriculture is central to effective post-conflict recovery that provides human security as well as stability and rule of law. Unique in combining a comprehensive and comparative understanding of sustainable agriculture challenges in post-conflict environments, there is originality in the interdisciplinary nature of the book. Interdisciplinary often means bringing together a political scientist and a sociologist, but in this case it means bringing together natural and social scientists, as well as those with practical experience in development and agricultural contexts. By adopting a holistic multi-disciplinary approach which identifies key themes and case studies, this book sets the scene for the debate surrounding sustainable agriculture in post-conflict environments. On 21 November 2007 the grand and elegant Delegates Hall of the Hungarian Parliament was the scene of the opening of a conference to discuss some of the most pressing issues of the day, those related to our unending thirst for energy, its environmental consequences, and the challenges that these bear on security. Over the next 3 days scientists, parliamentarians and their guests confronted, challenged, teased and cajoled each other in a NATO Advanced Research Workshop (ARW) entitled “Energy and Environmental Challenges to Security,” affirming that knowledge and public service hold the keys to solving our greatest challenges. The magnitude of the security challenge was confirmed while this volume was being prepared. In mid-2008, the International Energy Agency issued a report concluding that US$45 trillion would be needed over the next half century to prevent energy shortages and greenhouse gas emissions from undermining global economic growth. But lest such large numbers cause us all to shrug, this volume brings attention to some of the more manageable aspects of the environment and energy security challenge – from addressing conflict resources such as illegal timber that contribute to corruption and regional instability, to means and mechanisms to enable the diversification of energy supplies, to environmental risk reduction strategies for particular installations. The participants in the Hungarian Parliament building were atypical for a NATO Advanced Research Workshop.

When the guns are silenced, those who have survived armed conflict need food, water, shelter, the means to earn a living, and the promise of safety and a return to civil order. Meeting these needs while sustaining peace requires more than simply having governmental structures in place; it requires good governance. Natural resources are essential to sustaining people and peace in post-conflict countries, but governance failures often jeopardize such efforts. This book examines the theory, practice, and often surprising realities of post-conflict governance, natural resource management, and peacebuilding in fifty conflict-affected countries and territories. It includes thirty-nine chapters written by more than seventy researchers, diplomats, military personnel, and practitioners from governmental, intergovernmental, and nongovernmental organizations. The book highlights the mutually reinforcing relationship between natural resource management and good governance. Natural resource management is crucial to rebuilding governance and the rule of law, combating corruption, improving transparency and accountability, engaging disenfranchised populations, and building confidence after conflict. At the same time, good governance is essential for ensuring that natural resource management can meet immediate needs for post-conflict stability and development, while simultaneously laying the foundation for a sustainable peace. Drawing on analyses of the close relationship between governance and natural resource management, the book explores lessons from past conflicts and ongoing reconstruction efforts; illustrates how those lessons may be applied to the formulation and implementation of more effective governance initiatives; and presents an emerging theoretical and practical framework for policy makers, researchers, practitioners, and students. Militias have proven to be a consistent and enduring challenge to achieving peace in war zones around the world. Whether armed by embattled governments in defence of their territory or fostered by external actors in the interests of greed or grievance, these groups occupy an uncertain and deeply controversial position in the changing landscape of conflict. Linked variously to atrocities against civilians or international criminal elements, part of what distinguishes them from more traditional combatants is their willingness to engage in violent tactics that defy international norms as well as a proclivity to embrace expediency in alliance-making. As such, their diversity of form, unorthodox nature and sheer numbers make achieving short-term stability and an enduring peace a consistently difficult proposition. Bringing together the lessons learned from four intensively researched case studies - the Democratic Republic of Congo, Timor-Leste, Afghanistan and Sudan - the book argues that the overly rigid 'cookie-cutter' approach to demilitaristation, developed and commonly implemented presently by the international community, is ineffective at meeting the myriad of challenges involving militias. In doing so, the authors propose a radical new framework for demilitarization that questions conventional models and takes into account on-the-ground realities.

Environmental protection is fundamental for the establishment of sustainable peace. Applying traditional legal approaches to protection raises particular challenges during the transition from conflict to peace. In the jus post bellum context, protection of the environment and natural resources needs to be considered in tandem with a broad range of simultaneously applicable normative frameworks, such as human rights, transitional justice, arms control/disarmament, UN law and practice, development, and domestic law. While certain multilateral environment agreements, such as the Convention Concerning the Protection of the World Cultural and Natural Heritage protect the environment; international humanitarian law and international criminal law continue to treat environmental protection largely from an anthropocentric perspective. This book is the first targeted work in the legal literature that investigates environmental challenges in the aftermath of conflict. Addressing these challenges, it brings together academics, policy-makers, and practitioners from different disciplines to clarify policies and practices of environmental protection and key normative frameworks. It draws on experiences and practices in post-conflict settings to specify substantive principles and techniques to remedy and prevent harm.

Developing a better understanding of the dynamics of violence in post-war states can lead to a more durable peace. The end of one war is frequently the beginning of another because the cessation of conflict produces two new challenges: a contest between the winners and losers over the terms of peace, and a battle within the winning party over the spoils of war. As the victors and the vanquished struggle to establish a new political order, incidents of low-level violence frequently occur and can escalate into an unstable peace or renewed conflict. Michael J. Boyle evaluates the dynamics of post-conflict violence and their consequences in Violence after War. In this systematic comparative study, Boyle analyzes a cross-national dataset of violent acts from 52 post-conflict states and examines, in depth, violence patterns from five recent post-conflict states: Bosnia, Rwanda, Kosovo, East Timor, and Iraq. In each of the case studies, Boyle traces multiple pathways through which violence emerges in post-conflict states and highlights how the fragmentation of combatants, especially rebel groups, produces unexpected and sometimes surprising shifts in the nature, type, and targets of attack. His case studies are based on unpublished data on violent crime, including some from fieldwork in Kosovo, East Timor, and Bosnia, and a thorough review of narrative and witness accounts of the attacks. The case study of Iraq comes from data that Boyle obtained directly from U.S. Central Command, published here for the first time.
