Developing a better understanding of the dynamics of violence in post-war states can lead to a more durable peace. The end of one war is frequently the beginning of another because the cessation of conflict produces two new challenges: a contest between the winners and losers over the terms of peace, and a battle within the winning party over the spoils of war. As the victors and the vanquished struggle to establish a new political order, incidents of low-level violence frequently occur and can escalate into an unstable peace or renewed conflict. Michael J. Boyle evaluates the dynamics of post-conflict violence and their consequences in Violence after War. In this systematic comparative study, Boyle analyzes a cross-national dataset of violent acts from 52 post-conflict states and examines, in depth, violence patterns from five recent post-conflict states: Bosnia, Rwanda, Kosovo, East Timor, and Iraq. In each of the case studies, Boyle traces multiple pathways through which violence emerges in post-conflict states and highlights how the fragmentation of combatants, especially rebel groups, produces unexpected and sometimes surprising shifts in the nature, type, and targets of attack. His case studies are based on unpublished data on violent crime, including some from fieldwork in Kosovo, East Timor, and Bosnia, and a thorough review of narrative and witness accounts of the attacks. The case study of Iraq comes from data that Boyle obtained directly from U.S. Central Command, published here for the first time. Violence after War will be essential reading for all those interested in political violence, peacekeeping, and post-conflict reconstruction.

This volume examines the causes and purposes of 'post-conflict' violence. The end of a war is generally expected to be followed by an end to collective violence, as the term ‘post-conflict’ that came into general usage in the 1990s signifies. In reality, however, various forms of deadly violence continue, and sometimes even increase after the big guns have been silenced and a peace agreement signed. Explanations for this and other kinds of violence fall roughly into two broad categories – those that stress the legacies of the war and those that focus on the conditions of the peace. There are significant gaps in the literature, most importantly arising from the common premise that there is one, predominant type of post-war situation. This ‘post-war state’ is often endowed with certain generic features that predispose it towards violence, such as a weak state, criminal elements generated by the war-time economy, demobilized but not demilitarized or reintegrated ex-combatants, impunity and rapid liberalization. The premise of this volume differs. It argues that features which constrain or encourage violence stack up in ways to create distinct and different types of post-war environments. Critical factors that shape the post-war environment in this respect lie in the war-to-peace transition itself, above all the outcome of the war in terms of military and political power and its relationship to social hierarchies of power, normative understandings of the post-war order, and the international context. This book will of much interest to students of war and conflict studies, peacebuilding and IR/Security Studies in general.

In most European countries, the horrific legacy of 1939–45 has made it quite difficult to remember the war with much glory. Despite the Anglo-American memory narrative of saving democracy from totalitarianism and the Soviet epic of the Great Patriotic War, the fundamental experience of war for so many Europeans was that of immense personal losses and often meaningless hardships. The anthology at hand focuses on these histories between the victors: on the cases of Hungary, Estonia, Poland, Austria, Finland, and Germany and on the respective, often gendered experiences of defeat. The book’s chapters underline the asynchronous transition to peace in individual experiences, when compared to the smooth timelines of national and international historiographies. Furthermore, it is important to note that instead of a linear chronology, both personal and collective histories tend to return back to the moments of violence and loss, thus forming continuous cycles of remembrance and forgetting. Several of the authors also pay specific attention to the constructed and contested nature of national histories in these cycles. The role of these ‘in-between’ countries – and even more their peoples’ multifaceted experiences – will add to the widening European history of the aftermath, thereby challenging the conventional dichotomies and periodisations. In the aftermath of the seventieth anniversary of 1945, it is still too early to regard the post-war period as mere history; the memory politics and rhetoric of the Second World War and its aftermath are again being used and abused to serve contemporary power politics in Europe

The Spatiality of Violence in Post-war Cities analyses violence in post-war cities from different perspectives and in different parts of the world, with a shared attention to space and how it affects violent dynamics. The world is urbanising rapidly and cities are increasingly held as the most important arenas for sustainable development. Cities emerging from war are no exception, but across the globe, many post-war cities are ravaged by residual or renewed violence, which threatens progress towards peace and stability. This volume addresses why such violence happens, where and how it manifests, and how it can be prevented. It includes contributions that are informed by both post-war logics and urban particularities, that take intra-city dynamics into account, and that adopt a spatial analysis of the city. Nearly half of all countries emerging from civil conflict relapse into war within a few years of signing a peace agreement. The postwar trajectories of armed groups vary from organizational cohesion to dissolution, demilitarization to remilitarization. In Organized Violence after Civil War, Daly analyzes evidence from thirty-seven militia groups in Colombia, demonstrating that the primary driving force behind these changes is the variation in recruitment patterns within, and between, the warring groups. She documents the transition from war to peace through interviews with militia commanders, combatants and victims. Using rich ex-combatant survey data and geo-coded information on violence over fifty years of war, Daly explains the dynamics inside armed organizations and the strategic interactions among them. She also shows how the theory may be used beyond Colombia, both within the region of Latin America and across the rest of the world.
