The uncomfortable truth about peace accords is that often they do not bring about a real and lasting peace: while the conflict is officially over, civilians still live with the daily threat of violence. It is generally assumed that this does not pose a threat to the peace process yet the author shows how, in reality, violence that occurs at this time and within this context has a unique potential to cause damage.In this much needed and pioneering study the author shows the impact of continuing physical insecurity upon the postwar reconstruction process. Examining the type of violence, when it occurs and the identity of those who commit it, she reveals the serious implications for the reconstruction of state, polity and society and for the quality of peace that emerges. This volume examines the causes and purposes of 'post-conflict' violence. The end of a war is generally expected to be followed by an end to collective violence, as the term ‘post-conflict’ that came into general usage in the 1990s signifies. In reality, however, various forms of deadly violence continue, and sometimes even increase after the big guns have been silenced and a peace agreement signed. Explanations for this and other kinds of violence fall roughly into two broad categories – those that stress the legacies of the war and those that focus on the conditions of the peace. There are significant gaps in the literature, most importantly arising from the common premise that there is one, predominant type of post-war situation. This ‘post-war state’ is often endowed with certain generic features that predispose it towards violence, such as a weak state, criminal elements generated by the war-time economy, demobilized but not demilitarized or reintegrated ex-combatants, impunity and rapid liberalization. The premise of this volume differs. It argues that features which constrain or encourage violence stack up in ways to create distinct and different types of post-war environments. Critical factors that shape the post-war environment in this respect lie in the war-to-peace transition itself, above all the outcome of the war in terms of military and political power and its relationship to social hierarchies of power, normative understandings of the post-war order, and the international context. This book will of much interest to students of war and conflict studies, peacebuilding and IR/Security Studies in general.

This book compares post-civil war societies to look at the presence or absence of organized violence, analysing why some ex-combatants return to organised violence and others do not. Even though former fighters have been identified as a major source of insecurity, there have been few efforts to systematically examine why some ex-combatants re-engage in organized violence, while others do not. This book compares the presence or absence of organized violence in different ex-combatant communities – former fighters that used to belong to the same armed faction and who share a common, horizontal identity based on shared war-and peacetime experiences – in the Republic of Congo (ex-Cobras, Cocoyes and Ninjas) and Sierra Leone (ex-Armed Forces Revolutionary Council, Civil Defense Force and Revolutionary United Front). The main determinants of ex-combatant violence are whether former fighters have access to elites and to second-tier individuals – such as former mid-level commanders – who can act as intermediaries between the two. By utilizing relationships based on selective incentives and social networks, these two kinds of remobilizers are able to generate the needed enticements and feelings of affinity, trust or fear to convince ex-combatants to resort to arms. These findings demonstrate that the outbreak of ex-combatant violence can only be understood by more clearly incorporating an actor perspective, focusing on three levels of analysis: the elite, midlevel and grass-root. This book will be of much interest to students of peacebuilding, civil wars, post-conflict reconstruction, war and conflict studies, security studies and IR.

Developing a better understanding of the dynamics of violence in post-war states can lead to a more durable peace. The end of one war is frequently the beginning of another because the cessation of conflict produces two new challenges: a contest between the winners and losers over the terms of peace, and a battle within the winning party over the spoils of war. As the victors and the vanquished struggle to establish a new political order, incidents of low-level violence frequently occur and can escalate into an unstable peace or renewed conflict. Michael J. Boyle evaluates the dynamics of post-conflict violence and their consequences in Violence after War. In this systematic comparative study, Boyle analyzes a cross-national dataset of violent acts from 52 post-conflict states and examines, in depth, violence patterns from five recent post-conflict states: Bosnia, Rwanda, Kosovo, East Timor, and Iraq. In each of the case studies, Boyle traces multiple pathways through which violence emerges in post-conflict states and highlights how the fragmentation of combatants, especially rebel groups, produces unexpected and sometimes surprising shifts in the nature, type, and targets of attack. His case studies are based on unpublished data on violent crime, including some from fieldwork in Kosovo, East Timor, and Bosnia, and a thorough review of narrative and witness accounts of the attacks. The case study of Iraq comes from data that Boyle obtained directly from U.S. Central Command, published here for the first time. Violence after War will be essential reading for all those interested in political violence, peacekeeping, and post-conflict reconstruction.

Reconstruction - the rebuilding of state, economy, culture and society in the wake of war - is a powerful idea, and a profoundly transformative one. From the refashioning of new landscapes in bombed-out cities and towns to the reframing of national identities to accommodate changed historical narratives, the term has become synonymous with notions of "post-conflict" society; it draws much of its rhetorical power from the neat demarcation, both spatially and temporally, between war and peace. The reality is far more complex. In this volume, reconstruction is identified as a process of conflict and of militarized power, not something that clearly demarcates a post-war period of peace. Kirsch and Flint bring together an internationally diverse range of studies by leading scholars to examine how periods of war and other forms of political violence have been justified as processes of necessary and valid reconstruction as well as the role of war in catalyzing the construction of new political institutions and destroying old regimes.
