Canadians have a right to live in cities that meet their basic needs in a dignified way, but in recent decades increased inequality and polarization have been reshaping the social landscape of Canada’s urban areas. This book examines the dimensions and impacts of increased economic inequality and urban socio-spatial polarization since the 1980s. Based on the work of the Neighbourhood Change Research Partnership, an innovative national comparative study of seven major cities, the authors reveal the dynamics of neighbourhood change across the Canadian urban system. While the heart of the book lies in the project’s findings from each city, other chapters provide important context. Taken together, they offer important understandings of the depth and the breadth of the problem at hand and signal the urgency for concerted policy responses in the decades to come.

This open access book presents a comparative analysis of intergroup relations and migrant integration at the neighbourhood level in Europe. Featuring a unique collection of portraits of urban relations between the majority population and immigrant minorities, it examines how relations are structured and evolve in different and increasingly diverse local societies. Inside, readers will find a coordinated set of ethnographic studies conducted in eleven neighbourhoods of five European cities: London, Barcelona, Budapest, Nuremberg, and Turin. The wide-ranging coverage encompasses post-industrial districts struggling to counter decline, vibrant super-diverse areas, and everything in between. Featuring highly contextualised, cross-disciplinary explorations presented within a solid comparative framework, this book considers such questions as: Why does the native-immigrant split become a tense boundary in some neighbourhoods of some European cities but not in others? To what extent are ethnically framed conflicts driven by site-specific factors or instead by broader, exogenous ones? How much does the structure of urban spaces count in fuelling inter-ethnic tensions and what can local policy communities do to prevent this? This document has evolved over three years to meet the need for a more comprehensive understanding of how neighborhoods change. The Office of Policy Development and Research at HUD formulated policy alternatives to stem the rising tide of abandoned residential buildings. It showed abandonment as the last stage of a process, not a random or isolated phenomenon. The failure of programs to counteract and halt the decline of neighborhoods has stemmed mainly from an imperfect understanding of this process. There have also been political problems with acting in neighborhoods before the symptoms were painfully evident and from the tendency of program developers to deal with the house, rather than the people who own it, rent it, loan on it, or insure it. Few programs have recognized that those people were part of a total neighborhood rather than occupants of individual buildings. The process of neighborhood change is triggered and fueled by individual, collective and institutional decisions. These are made by a myriad of people-households, bankers, real estate brokers, investors, speculators, public service providers (police, fire, schools, sanitation, etc.) and others. It is a reasonable conclusion that if a concentrated effort is made to affect these decisions then neighborhood decline can be slowed, halted, or in some circumstances, reversed.
