Across the globe, vocational education and training is characterised by a number of over-arching trends, including the increasing use of technology, the growing importance of information and communications systems, and changes to national demographics. At the interface between the education and training system and the world of work, VET faces the challenge of tackling these changes, of making a constructive contribution to solving the problems posed by the transition from education to employment, and of ensuring that the next generation has the skills it – and the economy – needs. This volume comprises thirty individual contributions that together add up to a comprehensive overview of the current situation in vocational education and training, its strengths and weaknesses, and its prospects. VET experts from Canada, the USA, India, China, Japan and Korea, as well as from a number of European countries, focus on their national context and how it fits in to the bigger picture. The contributions combine theoretical discussions from various strands of VET research with evidence from country case studies and examples from current practice.

First published in 1991. The constant changes in both vocational education and training (VET) policy and practice since the early 1970s have been well documented. Some of these changes are a direct result of government intervention in education and training policy, for example TVEI, YTS and the introduction of a competency-based framework for qualifications. This volume brings together some key players and key policies, which are part of the complex structure and presents them for public scrutiny. The editors do not set out to pursue one ideological argument but rather to present a series of different perspectives which, taken together, reveal the massive scale of change and intervention shaping the country's VET infrastructure.

This handbook brings together and promotes research on the area of vocational education and training (VET). It analyzes current and future economic and labor market trends and relates these to likely implications for vocational education and training. It questions how VET engages with the growing power of human development approaches and with the sustainable development agenda. Equity and inclusion are discussed in a range of ways by the authors and the consideration of the construction of these terms is an important element of the handbook. It further addresses both the overall notion of system reform, at different scales, and what is known about particular technologies of systems reform across a variety of settings. Vocational learning and VET teacher/trainer education are discussed from a comparative perspective. National and comparative experiences are also shared on questions of equity and efficiency in funding in terms of those that fund and are funded, and for a range of funding methodologies. As well as reviewing existing gaps, this handbook is looking forward in identifying promising new directions in research and environment. The EUROTECNET program was implemented to develop and improve vocational training policies and systems to meet the challenges of change in the economic and social situation through the development of innovative responses and actions. Each Member State of the European Community was asked to identify one issue of strategic and critical importance to the vocational training system that would benefit from a focused examination and debate at a national and European level. As a result, a series of conferences was launched in all 12 Member States. Each dealt with a different theme of critical importance for vocational training systems that was likely to benefit from innovative solutions. The discussions focused on the following topics: the learning organization and reinforcement of quality assurance; role of small and medium-sized enterprises (SMEs); identification of individual competencies; a continuum of lifelong learning; involvement of social partners in the strategy for vocational education; and radical change in companies' in-house training. The following conclusions were reached: training was a part of a comprehensive approach to change; the greatest challenge was unemployment; change was posing new challenges for companies; innovation was needed; a new focus on the individual was crucial; employees should have core competencies; SMEs must invest in training; and the concept of partnership between industry and the vocational education and training systems must be applied more broadly. The biggest challenge was the acquisition of the new competencies for general workers. (YLB)
